REGULAR MEETING SEPTEMBER 5. 1995 APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY Mr. Leszczynski stated that favorable recommendations have been received by the Division of Engineering, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Jeanne Weir, 1525 East LaSalle Avenue, South Bend, Indiana to conduct the above referred to block party, on Sunday, September 24, 1995, from 3:00 p.m. until 8:00 p.m., on LaSalle Avenue, from Twyckenham to Esther. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY Mr. Leszczynski stated that favorable recommendations have been received by the Division of Engineering, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Andrea Jones, 1608 Devon Circle, South Bend, Indiana to conduct the above referred to block party, on Sunday, September 17, 1995, from 3:00 p.m. until 9:00 p.m., on Devon Circle to Esther, which is a cul-de-sac. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY Mr. Leszczynski stated that favorable recommendations have been received by the Division of Engineering, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Joyce Johnson, 2518 West Hamilton, South Bend, Indiana to conduct the above referred to block party, on Saturday, September 23, 1995, from 12:00 p.m. until 6:00 p.m., on Fremont, from Hamilton to Marquette. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY Mr. Leszczynski stated that favorable recommendations have been received by the Division of Engineering, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Rachel Phillips, 1314 North Meade, South Bend, Indiana to conduct the above referred to block party, on Saturday, September 2, 1995, from 12:00 p.m. until 12:00 a.m., on Bulla to Olive to Fremont. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY Mr. Leszczynski stated that favorable recommendations have been received by the Division of Engineering, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Carol Baker, 1030 Bellevue, South Bend, Indiana to conduct the above referred to block party, on Sunday, September 3, 1995, from 3:00 p.m. until 10:00 p.m., on Bellevue, from Ruskin to Hildreth. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION TO CLOSE EAST -WEST ALLEY SOUTH OF THE FEDERAL BUILDING Mr. Leszczynski stated that favorable recommendations have been received by the Division of Engineering, Police Department, Fire Department, Legal Department, Building Department, Code Enforcement, Park Department and the Street Department, in reference to a request as submitted by Police Chief Ronald G. Marciniak, to close the east -west alley directly to the south of the Federal Building to all vehicular traffic, to provide security to the Federal Building. The vacation of this alley would eliminate the dumpster location at the parking garage, and requirements would be to close the approach on Main Street with curbing, and the east end of the alley would require some type of barrier to close the alley to traffic. As the alley was platted in one subdivision, along with the properties on the north and south of the alley, both properties would receive one half the alley width, if vacated. Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the recommendation was approved for the closure of the east -west alley only, and the restricted parking was denied.
