REGULAR MEETING SEPTEMBER 5. 1995 <br />APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY <br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Jeanne Weir, 1525 East LaSalle Avenue, South Bend, Indiana to conduct the above referred <br />to block party, on Sunday, September 24, 1995, from 3:00 p.m. until 8:00 p.m., on LaSalle Avenue, <br />from Twyckenham to Esther. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell <br />and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY <br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Andrea Jones, 1608 Devon Circle, South Bend, Indiana to conduct the above referred to <br />block party, on Sunday, September 17, 1995, from 3:00 p.m. until 9:00 p.m., on Devon Circle to <br />Esther, which is a cul-de-sac. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell <br />and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY <br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Joyce Johnson, 2518 West Hamilton, South Bend, Indiana to conduct the above referred to <br />block party, on Saturday, September 23, 1995, from 12:00 p.m. until 6:00 p.m., on Fremont, from <br />Hamilton to Marquette. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and <br />carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY <br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Rachel Phillips, 1314 North Meade, South Bend, Indiana to conduct the above referred to <br />block party, on Saturday, September 2, 1995, from 12:00 p.m. until 12:00 a.m., on Bulla to Olive <br />to Fremont. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the <br />recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT BLOCK PARTY <br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Carol Baker, 1030 Bellevue, South Bend, Indiana to conduct the above referred to block <br />party, on Sunday, September 3, 1995, from 3:00 p.m. until 10:00 p.m., on Bellevue, from Ruskin <br />to Hildreth. Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the <br />recommendation was approved. <br />APPROVAL OF RECOMMENDATION TO CLOSE EAST -WEST ALLEY SOUTH OF THE <br />FEDERAL BUILDING <br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department, Fire Department, Legal Department, Building Department, Code <br />Enforcement, Park Department and the Street Department, in reference to a request as submitted by <br />Police Chief Ronald G. Marciniak, to close the east -west alley directly to the south of the Federal <br />Building to all vehicular traffic, to provide security to the Federal Building. The vacation of this <br />alley would eliminate the dumpster location at the parking garage, and requirements would be to <br />close the approach on Main Street with curbing, and the east end of the alley would require some <br />type of barrier to close the alley to traffic. As the alley was platted in one subdivision, along with <br />the properties on the north and south of the alley, both properties would receive one half the alley <br />width, if vacated. Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, <br />the recommendation was approved for the closure of the east -west alley only, and the restricted <br />parking was denied. <br />
