Caldwell, Member <br />AWARD BID - TROMMEL TYPE SCREEN MACHINE <br />Mr. Matthew L. Chlebowski, Director, Division of Equipment Services, advised the Board that on <br />May 8, 1995, bids were received and opened for the above referred to equipment. After reviewing <br />those bids, Mr. Chlebowski recommends that the Board award the contract to Enviroquip Systems, <br />Inc., 341 King Street, Meyertown, Pennsylvania, in the amount of $106,500.00. Mr. Chlebowski <br />noted that this was the low bid. Therefore, Mr. Leszczynski made a motion that the recommendation <br />be accepted and the bid be awarded as outlined above. Mrs. Manier seconded the motion which <br />carried. <br />AWARD BID - JET RODDER/VACUUM MACHINE <br />Mr. Matthew L. Chlebowski, Director, Division of Equipment Services, advised the Board that on <br />April 10, 1995, bids were received and opened for the above referred to equipment. After reviewing <br />those bids, Mr. Chlebowski recommends that the Board award the contract to Deeds Equipment Co., <br />8015 East 45th Street, Lawrence, Indiana in the amount of $156,720.00, including necessary options. <br />Mr. Chlebowski noted that this was not the low bid received, and the reasons for rejecting the low <br />bid are as follows: <br />One (1) Peabody Myers Vactor Model 2110 $152,980.00 <br />Options: Additional Warranty $ 2,000.00 <br />Ground Level Greasing $ 1,500.00 <br />Hose Footage Counter $ 240.00 <br />Front Waste Discharge N/C <br />Arrow Board N/C <br />NET TOTAL $156,720.00 <br />Mr. Chlebowski noted that the Vac -Con model 390THA/100, which was the bid received from <br />Brown Equipment, Post Office Box 9799, Fort Wayne, Indiana, did not meet the advertised <br />specifications in several areas. By not meeting the specifications in the areas listed below, they <br />compromise operator safety, require more maintenance and are less productive. <br />1. Truck Transmission: The specifications stated an Allison MT-653, 5-speed <br />automatic. Browns Equipment bid an Allison MD3060PCR, 5-speed automatic. <br />This transmission is designed for highway use and does not have the off road gear <br />ratio needed by the City. <br />2. Tires and Wheels: The specifications stated cast spoke wheels which are <br />interchangeable with the other City trucks. Brown Equipment bid disc wheels which <br />do not interchange with the City's fleet. <br />3. Front Rotation Hose Reel: The specifications stated controls will be supplied on <br />both sides of the hose reel allowing the operator to work from either side of the unit. <br />Vac -Con bid controls on only the driver's side of the hose reel. This hose reel is <br />mounted on the front of the truck and can rotate from side to side 180 degrees. With <br />controls on the driver's side only, when the hose reel is rotated in that direction, the <br />operator is standing in the traffic lane with no protection from the truck. Brown <br />Equipment could have bid this as an option. <br />
