<br />Additionally, Mr. Littrell noted that Mathews-Purucker-Anella, Inc., 218 South Frances, South
<br />Bend, Indiana, is the Project Architect, and the Century Center staff is in agreement that the award
<br />of contractor to be Reinke Construction. Further, the amount of $2,455,600.00 is for the base bid
<br />and is deducting alternates G-7, G-9, G-11, G-12, G-16, and M-2. Therefore, Mr. Caldwell made
<br />a motion that the recommendation be accepted and the bid be awarded as outlined above. Mrs.
<br />Manier seconded the motion which carried.
<br />AWARD CONDITIONAL BID - UNDERGROUND FUEL STORAGE TANKS - DISPENSING
<br />EQUIPMENT INSTALLATION - PROJECT NO. 94-40
<br />Mr. Carl P. Littrell, Director, Division of Engineering, advised the Board that on January 3, 1995,
<br />bids were received and opened for the above referred to project. After reviewing those bids, Mr.
<br />Littrell recommends that the Board award the contract to Advanced Pollution Technologies, 3505
<br />North Home Street, Mishawaka, Indiana, in the amount of $199,919.00. Mr. Littrell noted that the
<br />award of this contract is conditional upon appropriations of funds for this project, which must be
<br />approved by the City Council. Therefore, Mr. Caldwell made a motion that the recommendation
<br />be accepted and the bid be awarded as outlined above. Mrs. Manier seconded the motion which
<br />carried.
<br />APPROVE RECOMMENDATION TO ESTABLISH RESIDENTIAL PARKING - 1300-1400
<br />BLOCKS OF CHESTER STREET
<br />Mr. Leszczynski noted that favorable recommendations have been received from the Police
<br />Department, City Attorney's Office, Division of Engineering, Park Department and the Street
<br />Department for A Petition to Establish a Residential Parking Zone in the 1324 through 1442 block
<br />of Chester Street. Mr. Littrell noted that a residential parking study was completed in the 1300-1400
<br />blocks of Chester Street. Further, the north side of Chester Street already has "No Parking"
<br />restrictions, and each block was done as an independent study, performed on December 14, 1994,
<br />from 8.00 a.m. to 3:00 p.m. Mr. Littrell stated that the results of the petition for just the south side
<br />of Chester from 1324 to 1442 were as follows:
<br />86% of curb space occupied
<br />86% of curb space occupied by non-resident vehicles
<br />The petition from 1302 to 1320 Chester did not meet the criteria, and the results were as follows:
<br />30% of curb space occupied
<br />30% of cub space occupied by non-resident vehicles
<br />Requirements to satisfy the South Bend Municipal Code, Chapter 20, Article 10 states that curb
<br />space must be occupied at 75% of the time, and curb space must be occupied by non-resident
<br />vehicles at least 25% of the time. Mr. Caldwell asked Mr. Littrell if there was a long term solution
<br />to the situation of parking near Adams High School. Mr. Littrell stated that the Division of
<br />Engineering will continue to respond to neighborhood requests for the establishment of residential
<br />parking zones, and perform investigations. Therefore, upon a motion made by Mr. Leszczysnki,
<br />seconded by Mrs. Manier and carried, the Petition to Establish Residential Parking from 1324 to
<br />1442 Chester was approved, and 1302 to 1320 Chester was denied.
<br />APPROVE TRAFFIC CONTROL DEVICE
<br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the following
<br />traffic control device was approved:
