REGULAR MEETING JANUARY 16, 1995 <br />The regular meeting of the Board of Public Works was convened at 9:33 a.m. on Monday, January <br />16, 1995, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell <br />and Mrs. Jenny Pitts Manier present. Also present was Board Attorney Anne Brunel. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the minutes of the <br />regular meeting of the Board held on January 9, 1995, were approved. <br />APPROVE PROJECT COMPLETION AFFIDAVIT - UN KOTE SANITARY SEWER <br />MANHOLE 157 MODIFICATIONS <br />Mr. Leszczynski advised that Mr. Roberto Flores, Construction Engineer, Division of <br />Environmental Services, has submitted the Project Completion Affidavit, for the above referred to <br />project, indicating a final cost of $1,948.00. Upon a motion made by Mrs. Manier, seconded by Mr. <br />Leszczynski and carried, the Project Completion Affidavit was approved. <br />APPROVE CONTRACT - SERVICES OF ASSISTANT CITY ATTORNEY - WORKFORCE <br />DEVELOPMENT SERVICES OF NORTHERN INDIANA <br />Mr. Leszczynski stated that the Board is in receipt of a Contract between Workforce Development <br />Services and the City of South Bend, as submitted by Mr. Douglas S. Johnson, Contacts Manager, <br />Workforce Development Services. Further, Mr. Johnson noted that this Contract provides for the <br />services of one Assistant City Attorney (John Broden) for WDS to provide advice and assistance <br />on legal matters relating to the conduct of the WDS Program during the July 1, 1994 through June <br />30, 1995 period. Additionally, said services will be available for a fixed fee of $500.00 per month <br />for up to six (6) hours per month and $50.00 per hour for each hour of assistance per month <br />exceeding six (6) hours per month. Therefore, upon a motion made by Mrs. Manier, seconded by <br />Mr. Leszczynski and carried, the Contract was approved and executed. <br />APPROVE CHANGE ORDERS - COLLEGE FOOTBALL HALL OF FAME <br />Mr. Leszczynski advised that Mr. R.A. Dieringer, Verkler, Inc., 4406 Technology Drive, South <br />Bend, Indiana, has submitted the following Change Orders and recommended approval: <br />Change Order Contractor Sum New Contract Sum <br />07.10-02 Jarnigan Ent. Increase $ 340.00 $168,700.00 <br />04.00-07 Reinke Const. Increase $4,423.33 $371,815.80 <br />Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the Change Orders <br />were approved. <br />AWARD BID - AUTOMATIC WEAPONS - POLICE DEPARTMENT <br />Chief Ronald G. Marciniak, South Bend Police Department, advised the Board that on January 3, <br />1995, bids were received and opened for the above referred to equipment. After reviewing those <br />bids, Chief Marciniak recommends that the Board award the contract to Michigan Police Equipment <br />Co., 6521 Lansing Road, Charlotte, Michigan the amount of $9,966.02. Chief Marciniak noted that <br />this was the only bid opened on January 3, 1995, and that the specifications for the weapons have <br />been reviewed by the Services Division Chief as well as the S.W.A.T. team Commander, and have <br />been found acceptable. Therefore, Mrs. Manier made a motion that the recommendation be <br />accepted and the bids be awarded as outlined above. Mr. Leszczynski seconded the motion which <br />carried. <br />APPROVE RECOMMENDATION - TO CONDUCT PROCESSION - ST. JOSEPH RIGHT TO <br />LIFE <br />Mr. Leszczynski stated that favorable recommendations have been received by the -Police <br />Department, City Attorney's Office, Division of Engineering and the Park Department, concerning <br />the request to conduct a peaceful protest procession, as submitted by Ms. Mary MacDonell, St. <br />Joseph County Right to Life, Inc. Mr. Leszczynski noted that the procession will be conducted on <br />Monday, January 23, 1995, beginning at noon and lasting one hour on the sidewalk outside the <br />Federal Court Building. Therefore, upon a motion made by Mrs. Manier, seconded by Mr. <br />Leszczynski and carried, the recommendation was approved. <br />
