REGULAR MEETING JANUARY 9, 1995
<br />The regular meeting of the Board of Public Works was convened at 9:3 5 a.m. on Monday, January
<br />9, 1995, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and
<br />Mrs. Jenny Pitts Manier present. Also present was Board Attorney Anne Bruneel.
<br />APPROVE MINUTES OF PREVIOUS MEETING
<br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the minutes of the
<br />regular meeting of the Board held on January 3, 1995, were approved.
<br />AGENDA ITEMS ADDED/STRICKEN
<br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Agenda item
<br />to approve Claims was stricken. Additionally, Agenda items to approve Change Orders and to adopt
<br />a Resolution were added.
<br />APPROVE AGREEMENT FOR STAFF SUPPORT - URBAN ENTERPRISE ASSOCIATION
<br />Mr. Leszczynski noted that an Agreement between the Urban Enterprise Association of South Bend,
<br />Inc. and the City of South Bend, specifically, the Department of Community and Economic
<br />Development and Legal Department, was submitted by Ms. Jeanine Muir, Urban Enterprise
<br />Association, and approval was recommended. Ms. Muir stated that this Agreement is a multi -year
<br />arrangement from January 1995, to and including December 31, 1999, with the dollar figure to be
<br />determined on an annual basis. Additionally, the 1995 dollar figure is $95,000.00, and was
<br />approved along with the contract at the December 14th Urban Enterprise Association meeting.
<br />Therefore, upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the
<br />Agreement was approved and executed.
<br />APPROVE AGREEMENT WITH THE INDIANA DEPARTMENT OF TRANSPORTATION -
<br />RECONSTRUCTION OF CONRAIL CROSSING AT RIVERSIDE DRIVE
<br />Mr. Leszczynski noted that an Agreement between the Indiana Department of Transportation and
<br />the City of South Bend was submitted by Mr. Carl Littrell, Director, Division of Engineering, and
<br />recommended approval. Mr. Littrell stated that this Agreement is for the reconstruction of the
<br />Conrail crossing of Riverside Drive just north of Angela Boulevard. The Board authorized the
<br />Indiana Department of Transportation to begin preliminary engineering of this project in October
<br />of 1999. Further, Mr. Littrell stated that the cost of the work is estimated at $43,500.00. The work
<br />will be done by Conrail on a "Force Account" basis with 90% Federal aid. The Agreement requires
<br />the City of South Bend to bear the remaining cost of the work, to be approximately $4,350.00.
<br />Additionally, there is an adequate balance in a 1994 appropriation from Local Roads and Streets
<br />Appropriations funds for "Railroad Improvements". The automobile crossing is proposed to be
<br />improved as a "rubberized" crossing. The pedestrian walkway will be constructed as a "timber"
<br />crossing. Therefore, upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried,
<br />the Agreement was approved and executed.
<br />APPROVE AGREEMENT FOR ENGINEERING SERVICES - STUDEBAKER MUSEUM -
<br />COLE ASSOCIATES
<br />Mr. Leszczynski noted that an Agreement between Cole Associates, 2211 East Jefferson Boulevard,
<br />South Bend, Indiana, and the City of South Bend was submitted by Mr. Joseph Zwierzynski, P.E.,
<br />Cole Associates, for a structural investigation of the Studebaker National Museum, and
<br />recommended approval. Mr. Leszczynski noted that this Agreement will perform two tasks: 1)
<br />material investigation; and 2) structural analysis. Further, Cole Associate's estimate of fees will be
<br />approximately a cost of $47,500.00. Therefore, upon a motion made by Mr. Leszczynski, seconded
<br />by Mrs. Manier and carried, the Agreement was approved and executed.
<br />APPROVE REVISION TO AGREEMENT - ARCHITECTURAL AND ENGINEERING
<br />SERVICES - STUDEBAKER MUSEUM - COLE ASSOCIATES
<br />Mr. Leszczynski noted that the Board is in receipt of a revised Agreement for architectural and
<br />engineering services for the Studebaker Museum, as submitted by Mr. Joseph C. Zwierzynski, P.E.,
<br />Cole Associates, 2211 East Jefferson Boulevard, South Bend, Indiana. Mr. Zwierzynski stated that
<br />the revised Agreement will provide architectural and engineering services to conduct a five year life
<br />cycle analysis of the Studebaker Museum. Further, the total cost in a lump sum fee shall be
