<br />REGULAR MEETING NOVEMBER 25, 1996
<br />The regular meeting of the Board of Public Works was convened at 9:37 a.m on Monday, November
<br />25, 1996, by Board President John E. Leszczynski, with Mr. Leszczynski, Mr. James R. Caldwell and
<br />Mrs. Jenny Pitts Manier present. Board Attorney Anne Bruneel was not present.
<br />AGENDA ITEM ADDED
<br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, an agenda item for a
<br />Supplemental Agreement for the Northside Boulevard Bikeway/Walkway was added to the agenda.
<br />APPROVE MINUTES OF PREVIOUS' MEETING
<br />Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the minutes of the
<br />regular meeting of the Board held on November 18, 1996, were approved.
<br />PUBLIC HEARING - APPLICATION FOR TRANSIENT MERCHANTS LICENSE - STAR
<br />TREK FESTIVAL
<br />Mr. Leszczynski advised that the Public Hearing was continued from the September 18, 1996
<br />meeting, as there was not a representative from the Star Trek Festival at the Public Hearing,
<br />concerning an Application for a Transient Merchant License, as submitted by Mr. Vincent Anthony
<br />Mennella, 1848 N.W. 97 Avenue, Plantation, Florida, to conduct a Star Trek Festival on Sunday,
<br />December 8, 1996, from Noon until 5:00 p.m., at the Century Center. Mr. Mark Bradley, Century
<br />Center was present, and recommended approval of the Festival. There being no one else present
<br />wishing to address the Board concerning this matter, the Public Hearing was closed.
<br />Therefore, upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the
<br />Application for a Transient Merchant License was approved.
<br />OPENING OF BIDS - ONE (1) MORE OR LESS, ALUMINUM DUMP TRAILER
<br />It was noted that bids for this equipment were to be opened on November 11, 1996. The bid was not
<br />opened until November 18, 1996, at which time it was discovered that the bid was not a bid for
<br />abandoned vehicles, but for an aluminum dump trailer. The Clerk tendered proofs of publication of
<br />Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. Upon
<br />a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the bid received from
<br />Whiteford Trailer & Equipment Company, 137 South Olive Street, South Bend, Indiana was rejected,
<br />and it did not contain bid security. It was noted that this was the only bid received.
<br />AWARD BIDS - ABANDONED VEHICLES
<br />Mr. Gary Libbey, Department of Code Enforcement, advised the Board that on November 18, 1996,
<br />bids were received and opened for the above referred to vehicles. After reviewing those bids, Mr.
<br />Libbey recommends that the Board award the bids as follows:
