452 <br />REGULAR MEETING OCTOBER 21, 1996 <br />APPROVAL OF RECOMMENDATION - ENCROACH ONTO PUBLIC RIGHT-OF-WAY - <br />TEMPORARY USE - GROUND BREAKING CEREMONY - ROBERTSON'S BUILDING <br />PROJECT <br />Mr. Caldwell stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Mr. Jeffrey Gibney, South Bend Heritage Foundation, 914 Lincolnway West, South Bend, Indiana <br />to conduct the above referred to ground breaking ceremony in the area in front of the State Theater, <br />on Tuesday, October 22, 1996, from 9:30 a.m. until 11:00 a.m._ Therefore, upon a motion made by <br />Mrs. Manier, seconded by Mr. Caldwell and carried, the recommendation was approved. <br />APPROVE LICENSE APPLICATION - OPEN AIR STAND <br />Mr. Caldwell advised that the following license application has been received: <br />NAME: <br />BY: <br />ADDRESS: <br />STAND TO BE LOCATED AT: <br />DATES: <br />FOR THE PURPOSE OF: <br />Brown's Tree Farms <br />Earl M. Oak Lane, Lake City, Michigan <br />Parking Lot near Ironwood/State Road 23 <br />November 28 to December 22, 1996 <br />Selling Christmas Trees <br />Mr. Caldwell further advised that favorable recommendations have been received from the Police <br />Department, Department of Code Enforcement, and the Bureau of Traffic and Lighting for the above <br />application. Additionally provided with the application was a letter of permission from the property <br />owner. Upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the Application <br />for an Open Air Stand was approved. <br />APPROVAL OF REOUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - COMBINED <br />SEWER OVERFLOW DISCONNECTIONS - PROJECT NO, 95-110 <br />In a memorandum to the Board, Mr. Carl P. Littrell, Director, Division of Engineering, requested <br />permission to advertise for the receipt of bids for the above referred to project. Mr. Littrell stated <br />that this project will disconnect structures carrying combined storm/sanitary sewer overflows to the <br />St. Joseph River at various locations. Funds have been appropriated from Wastewater Treatment <br />Plant revenues. Therefore, upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and <br />carried, the recommendation to advertise for the receipt of bids was approved. <br />APPROVAL OF REOUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - ONE (1) MORE <br />OR LESS 3T CUBIC YARD ALUMINUM DUMP TRAILER <br />In a memorandum to the Board, Mr. Matthew Chlebowski, Director, Division of Equipment Services, <br />requested permission to advertise for the receipt of bids for the above referred to equipment. Mr. <br />Chlebowski stated that funding will be provided by the User Department Capital Fund. Therefore, <br />upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the request to advertise <br />for the receipt of bids was approved. <br />FILING OF CERTIFICATES OF INSURANCE <br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the following <br />Certificates of Insurance were accepted for filing: <br />Catering by Billie, Inc. <br />117 E. Wayne Street <br />South Bend, Indiana 46634 <br />1st Source Corporation <br />Post Office Box 1602 <br />South Bend, Indiana 46634-1602 <br />APPROVE CLAIMS <br />Mr. Kevin Horton, City Controller, submitted claims in the amount of $739,518.77, dated October <br />21, 1996, and recommended approval. Additionally, Mr. Juan Manigault, Executive Director, WDS <br />of Northern Indiana, submitted one (1) list containing claims in the amount of $92,908.82 and <br />recommended approval. Mr. Caldwell made a motion that the claims be approved and the reports <br />as submitted be filed. Mrs. Manier seconded the motion which carried. <br />
