After reviewing those bids, <br />Mr. Chlebowski recommends that the Board and the contract to Deeds Equipment Company, Inc., <br />7720 Records Street, Lawrence, Indiana, in the amount of $194,245.00. Mr. Chlebowski stated that <br />Deeds Equipment was not the low bidder, as described in the comments below. <br />The VacCon Model does not meet the advertised specification in several areas. By not meeting the <br />specifications, they compromise operator safety, require more maintenance, and they are less <br />productive. <br />1. Best Equipment did not provide an exception sheet as required by the specifications. <br />This has caused many hours of extra work. <br />2. High pressure water system: Specifications called for the high pressure water system <br />operate at 35 GPM and 60 GPM at a continuous 2,000 PSI. On the Vactor Model <br />2110, the change in GPM while maintaining the 2,000 PSI is accomplished by turning <br />a control knob at the operators station. On the Vac -Con Model 390THA/1000, the <br />change in GPM while maintaining the 2,000 PSI is accomplished by changing the size <br />of hose (600 ft) and the nozzle size, or by changing the stuffing boxes, plungers and <br />packing in the water pump (items not supplied in the bid). Whichever method used <br />would be very time consuming and decrease productivity. Also the water pump <br />cannot be disconnected from its power source as specified. In case of emergency, the <br />auxiliary engine needs to be shut off to stop the 2,000 PSI. <br />3. Front rotation hose reel: It is specified that controls be supplied on both side of the <br />hose reel allowing the operator to work from either side of the unit. Vac -Cons' bid <br />controls are only on the drivers side of the hose reel, therefore not meeting the <br />specifications. This hose reel is mounted on the front of the truck and can rotate from <br />side to side 180 degrees. The controls are located on the drivers side only, and when <br />the hose reel is rotated in that direction, the operator is standing in the traffic lane <br />with no protection from the truck. <br />4. The high pressure water pump is belt driven, not hydraulic as specified. <br />1 <br />
