REGULAR MEETING APRIL 28, 1997 <br />APPROVAL OF PROPOSAL - BOND COUNSEL SERVICES FOR PROPOSED COUNTY <br />ECONOMIC DEVELOPMENT INCOME TAX REVENUE BONDS <br />Mr. Caldwell stated that the Board is in receipt of a Proposal between the City of South Bend and <br />Baker & Daniels, 205 West Jefferson, South Bend, Indiana, for services as bond counsel on the <br />Trammel Crow/Memorial Project. Mr. Caldwell noted that the Agreement is in the amount of not <br />more than $20,000.00. Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Littrell and <br />carried, the Proposal was approved and executed. <br />APPROVAL OF LETTER OF AGREEMENT - HALL OF FAME PRESS BOX SUPPLEMENTAL <br />LIGHTING <br />Mr. Caldwell stated that the Board is in receipt of a Letter of Agreement between the City of South <br />Bend and The Troyer Group, 415 Lincolnway East, Mishawaka, Indiana, for preparation of <br />documentation to receive bids for the Hall of Fame Press Box supplemental lighting. Mr. Caldwell <br />noted that the Letter of Agreement is in the amount of not to exceed $5,000.00. Therefore, upon a <br />motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the Letter of Agreement was <br />approved and executed.. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS <br />The following Community Development Contracts were presented to the Board for approval: <br />Madison Center <br />$187,920.00 <br />Shelter Plus Care Agreement <br />South Bend Heritage <br />$35,000.00 <br />To continue relocating and <br />Foundation <br />rehabbing four homes int he <br />Southeast Neighborhood <br />Housing Assistance office <br />$132,000.00 <br />Provide up to $15,000 in <br />forgivable loans to eight (8) <br />low/moderate households to <br />help purchase homes on <br />Broadway Street <br />Upon a motion made by Ms. Roemer, seconded by Mr. Littrell and carried, the above referred to <br />Contracts were approved and executed. <br />APPROVAL OF REOUEST TO RESCIND PARTIAL BID AWARD - 1997 STREET <br />MATERIALS _ <br />Mr. Carl P. Littrell stated that there were errors in the April 11, 1997 recommendation for awards <br />for the above referred to materials. The bid from an eighth .bidder, St. Joseph Materials Company, <br />was overlooked in making the tabulation. The unit price bid by Bit -Mat Products for Item 2 was <br />transposed on the tabulations, which affected the bid ranking. Mr. Littrell recommended that the <br />award of Item 2 go to the lowest bidder, Bit -Mat Products, at a unit rate of $124.71 per ton, and the <br />award to Koch Materials Company for this item be rescinded.
