REGULAR MEETING APRIL 28, 1997 APPROVAL OF PROPOSAL - BOND COUNSEL SERVICES FOR PROPOSED COUNTY ECONOMIC DEVELOPMENT INCOME TAX REVENUE BONDS Mr. Caldwell stated that the Board is in receipt of a Proposal between the City of South Bend and Baker & Daniels, 205 West Jefferson, South Bend, Indiana, for services as bond counsel on the Trammel Crow/Memorial Project. Mr. Caldwell noted that the Agreement is in the amount of not more than $20,000.00. Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Littrell and carried, the Proposal was approved and executed. APPROVAL OF LETTER OF AGREEMENT - HALL OF FAME PRESS BOX SUPPLEMENTAL LIGHTING Mr. Caldwell stated that the Board is in receipt of a Letter of Agreement between the City of South Bend and The Troyer Group, 415 Lincolnway East, Mishawaka, Indiana, for preparation of documentation to receive bids for the Hall of Fame Press Box supplemental lighting. Mr. Caldwell noted that the Letter of Agreement is in the amount of not to exceed $5,000.00. Therefore, upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the Letter of Agreement was approved and executed.. APPROVE COMMUNITY DEVELOPMENT CONTRACTS The following Community Development Contracts were presented to the Board for approval: Madison Center $187,920.00 Shelter Plus Care Agreement South Bend Heritage $35,000.00 To continue relocating and Foundation rehabbing four homes int he Southeast Neighborhood Housing Assistance office $132,000.00 Provide up to $15,000 in forgivable loans to eight (8) low/moderate households to help purchase homes on Broadway Street Upon a motion made by Ms. Roemer, seconded by Mr. Littrell and carried, the above referred to Contracts were approved and executed. APPROVAL OF REOUEST TO RESCIND PARTIAL BID AWARD - 1997 STREET MATERIALS _ Mr. Carl P. Littrell stated that there were errors in the April 11, 1997 recommendation for awards for the above referred to materials. The bid from an eighth .bidder, St. Joseph Materials Company, was overlooked in making the tabulation. The unit price bid by Bit -Mat Products for Item 2 was transposed on the tabulations, which affected the bid ranking. Mr. Littrell recommended that the award of Item 2 go to the lowest bidder, Bit -Mat Products, at a unit rate of $124.71 per ton, and the award to Koch Materials Company for this item be rescinded. Similarly, Mr. Littrell recommended award to the lowest bidder, St. Joseph Materials Company, on Items 10 through 14, which will require the earlier award to Klink Trucking for Item 12 to be rescinded, as follows: ROSE FUEL & MATERIALS, INC. 513 East Madison Street South Bend, Indiana 46617 Item Unit Price Amount Portland Cement, 47 Lb. $ 3.50 $3,500.00 Portland Cement, 94 Lb. $ 5.85 $8,775.00.
