REGULAR MEETING <br />HRP CONSTRUCTION INC. <br />Post Office Box 266 <br />South Bend, Indiana 46624-0266 <br />Quotation was submitted by Mr. Paul Fallon <br />QUOTATION: $93,543.92 <br />SMALL, INC. <br />25190 State Road 4 <br />North Liberty, Indiana 46554 <br />Quotation was submitted by Mr. Ronald Howell, President <br />QUOTATION: $79,311.00 <br />SEPTEMBER 28, 1998 <br />Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the above Quotations <br />were referred to the Division of Engineering for review and recommendation. <br />AWARD BID - 1998 CONCRETE PAVEMENT REPAIRS - PROJECT NO. 98-51 <br />Mr. Carl P. Littrell, City Engineer, advised the Board that on September 14, 1998, bids were received <br />and opened for the above referred to project. After reviewing those bids, Mr. Littrell recommends <br />that the Board award the contract to Rieth Riley Construction Company, Inc., 25200 State Road 23, <br />South Bend, Indiana in the amount of $81,544.00. Therefore, Ms. Roemer made a motion that the <br />recommendation be accepted and the bid be awarded as outlined above. Mr. Caldwell seconded the <br />motion which carried. <br />AWARD BID - PROSPECT STREET PUBLIC WORKS IMPROVEMENTS - PROJECT NO. 98- <br />70 <br />Mr. Carl P. Littrell, City Engineer, advised the Board that on September 14, 1998, bids were received <br />and opened for the above referred to project. After reviewing those bids, Mr. Littrell recommends <br />that the Board award the contract to Bosch Design Group, Inc., 113 Lincolnway West in the amount <br />of $283,418.25. Therefore, Mr. Caldwell made a motion that the recommendation be accepted and <br />the bid be awarded as outlined above. Ms. Roemer seconded the motion which carried. <br />AWARD BID - DIGITAL COMMUNICATION RECORDER - SOUTH BEND POLICE <br />DEPARTMENT <br />Captain Gary Horvath, South Bend Police Department, advised the Board that on September 14, <br />1998, bids were received and opened for the above referred to equipment. Captain Horvath <br />requested that the Board of Public Works award the digital communication recorder bid to Stephen <br />Campbell and Associates, 2418 Allen Blvd., Beachwood, Ohio. Stephen Campbell and Associates' <br />proposal for the City of South Bend was for $40,900.00 - $1,000 (optional trade in allowance for <br />used Dictaphone equipment) for a total bid price of $39,900.00. In reviewing all three of the bid <br />specifications, only Stephen Campbell and Associates was able to meet or exceed all bid specifications <br />including training and installation. <br />Van Ausdall & Farrar, Inc., 1214 North Meridian Street, Indianapolis, Indiana, initial bid was for <br />$39,618.00 - $3,000 (optional trade in allowance for used Dictaphone equipment) for a total bid price <br />of $36,618.00 making it the second lowest bidder for the Digital Communication Recorder System. <br />Van Ausdall & Farrar failed to include in their bid the required and specified equipment to capture <br />caller ID for digital lines (EXECOMM PRODUCT CALLER ID KITS). The costs for these kits <br />amounts to $7,000 which would bring their total package cost to $43,618.00, making them the <br />highest bidder. <br />Dictaphone Corporation, 3191 Broadbridge Avenue, Stratford, Connecticut had an initial bid for <br />$27,905.00 making it the lowest bid for this project. Upon closer examination of their bid proposal <br />it was discovered that their proposed system did not meet the mandatory bid specifications in many <br />ways including the following: <br />
