<br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - BLOCK PARTY
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted
<br />by Ms. Delores Harrison, Near Northwest Neighborhood, Post Office Box 1132, South Bend, Indiana
<br />46624 to conduct the above referred to block parry, on Blaine from Van Buren to. Lindsey, on August
<br />4, 1998, from 5:30 p.m. until 8:30 p.m. Upon a motion made by Mr. Caldwell, seconded by Mr.
<br />Powell and carried, the recommendation was approved.
<br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - GUS MACKER BASKETBALL
<br />TOURNAMENT
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted
<br />by Ms. Deborah Burrow, Big Brothers, Big Sisters, Post Office Box 1632, South Bend, Indiana
<br />46624 to close various streets, as described on information submitted, on September 11, 12 and 13,
<br />1998. Upon a motion made by Mr. Caldwell, seconded by Mr. Powell. and carried, the
<br />recommendation was approved.
<br />APPROVAL OF RECOMMENDATION - TO CONDUCT 4H FAIR PARADE
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Park Department, Police Department and the City Attorney's office, in reference to a
<br />request as submitted by Mr. Rick Kring, St. Joseph County 4H Fair, 803 Greenview Avenue, South
<br />Bend, Indiana to conduct the above referred to parade, on August 2, 1998, on the -designated route
<br />as submitted. Upon a motion made by Mr. Powell, seconded by Mr. Caldwell and carried, the
<br />recommendation was approved.
<br />FAVORABLE RECOMMENDATION - PETITION TO VACATE VARIOUS STREETS
<br />Mr. Caldwell indicated that the Common Council has submitted to the Board a Vacation Petition as
<br />completed by the Board of Public Works, and Community and Economic Development, City of South
<br />Bend, to vacate the following streets:
<br />Various streets and alleys bounded as follows: High Street on the east, the Conrail Railroad
<br />on the north, Rush Street on the west, and Pennsylvania Avenue on the South.
<br />Mr. Caldwell advised that the Board is in receipt of favorable recommendations concerning this
<br />Vacation Petition from the Police Department, Fire Department, Area Plan Commission, Division of
<br />Engineering, Bureau of Sanitation and Department of Economic Development, subject to any utility
<br />easements. Area Plan has noted two distance discrepancies. The first north/south alley east of
<br />Marietta between Keasey and Wenger Street should be listed at a distance of 288 feet. Also, Keasey
<br />Street between Marietta and Conrail Railroad should be vacated for a distance of 327 feet. In
<br />addition, there are six lots in this area that have not signed the vacation petition, but they are in the
<br />process of being acquired by the City. Therefore, Mr. Caldwell made a motion that the Board send
<br />a favorable recommendation to the Common Council concerning this Vacation Petition. Mr. Powell
<br />seconded the motion which carried.
<br />APPROVAL OF AUTHORIZATION FOR ENTRY UPON PUBLIC PROPERTY FOR HOME
<br />CONSTRUCTION
<br />Upon a motion made by Mr. Caldwell, seconded by Mr. Powell and carried, the above referenced
<br />instrument was approved and executed, which authorizes and grants permission for American Home
<br />Dreams to enter the properties, as submitted, for the purpose of constructing homes for'the North
<br />Pennsylvania Avenue Housing Initiative Project.

<br />Mr. Caldwell advised that the Title Sheets for the above referred to projects were being presented
<br />at this time for execution. Upon a motion made by Mr. Caldwell, seconded by Mr. Powell and
<br />carried, the above referred to Title Sheets were tabled.
