After reviewing those bids, Mr. Toppel <br />recommends that the Board award the contract to Alexander Chemical Corporation, 2525 Cabot <br />Drive, Lisle, Illinois, in the amount of $298.00 per ton for liquid chlorine, and $410.00 per ton for <br />liquid sulfur dioxide. <br />Mr. Toppel stated that the Alexander Chemical Company was the low bidder for the chlorine and the <br />second lowest bidder for the sulfur ,dioxide. PB&S Chemical was the low bidder for the sulfur <br />dioxide and the third lowest bidder for the chlorine. The difference in the bids between Alexander <br />and PB&S for the sulfur dioxide is $10.00 per one ton container. The number of sulfur dioxide <br />containers ordered and used during a year is 28 or an average of four per month during our seven <br />month chlorination/dechlorination season. Two full containers are kept for the other five months. <br />During start up, four containers are ordered. The next order will be for an additional four containers <br />when there are only two full ones remaining. This makes a total of six sulfur dioxide containers on <br />site at all times. <br />The Alexander Company does not physically charge for deposits on their containers. They only track <br />them when delivered and returned. PB&S does require deposits on their containers, so there is a <br />charge when they are delivered and a credit when empties are returned. The cost of the deposit on <br />a sulfur dioxide container is $1,200.00, and we will have at least $7,200.00 tied up during the seven <br />month chlorination/dechlorination season, and an additional $2,400.00 during the five other months. <br />The cost savings by accepting the bid for sulfur dioxide from PB&S instead of Alexander is $280.00 <br />per year. However, the lost interest from the deposit charges with PB&S is $260.00 per year. This <br />produces only a $20.00 savings. It is believed that the cost savings of $20.00 per year is not enough <br />to balance the additional non -monetary costs that would be included if the bid is divided. <br />
