<br />APPROVAL OF RECOMMENDATION 'TO CLOSE STREET - BLOCK PARTY
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Police Department and the City Attorney's office, in reference to a request as "submitted
<br />by Mr. Michael Daigler, 610 North St. Peter Street, South Bend, Indiana to conduct the above
<br />referred to block party, in the 600 block of North St. Peter, on April 24, 1999, from 12:00 p.m. until
<br />6:00 p.m.. Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and 'carried, the
<br />recommendation was approved. .
<br />APPROVAL OF RECOMMENDATION - TO CONDUCT CHET_ WAGGONER LITTLE
<br />LEAGUE PARADE
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Park Department, Police Department and the City Attorney's office, in reference to a
<br />request as submitted by Mr. Carl Littrell, City Engineer, to conduct the above referred to parade, on
<br />May 1, 1999, on the designated route as submitted. Upon a motion made by Mr. Caldwell, seconded
<br />by Ms. Roemer and carried, the recommendation was approved.
<br />APPROVAL OF RECOMMENDATION - TO CONDUCT CEREMONIAL RELAY RUN -
<br />MEIJER INC.
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Park Department, Police Department and the City Attorney's office, in reference to a
<br />request as submitted by Mr. Steven VanWagoner, Meijer, Inc., 2929 Walker NW, Grand Rapids,
<br />Michigan to conduct the above referred to relay run, on May 17, 1999, on the designated route as
<br />submitted. Upon a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the
<br />recommendation was approved.
<br />FAVORABLE RECOMMENDATION - LICENSE APPLICATION - OPEN AIR STAND
<br />Mr. Caldwell advised that the following license application has been received:

<br />Mr. Caldwell further advised that favorable recommendations have been received from the Police
<br />Department, Division of Engineering, Department of Code Enforcement, and the Building
<br />Commissioner for the above application. Additionally provided with the application was a letter of
<br />permission from the property owner. Upon a motion made by Mr. Caldwell seconded by Ms. Roemer
<br />and carried, the above license application was given a favorable recommendation and referred to the
<br />Deputy Controller's Office for issuance of a license.
<br />APPROVAL OF RECOMMENDATION - TO CONDUCT CHARITABLE SOLICITATION -
<br />KNIGHTS OF COLUMBUS
<br />Mr. Caldwell stated that favorable recommendations have been received by the Division of
<br />Engineering, Code Enforcement, Police Department and the City Attorney's office, in reference to
<br />a request as submitted by Mr. Martin Moorman, 60155 Ruby Street, South Bend, Indiana to conduct
<br />the above referred to charitable solicitation for a Tootsie Roll Drive, at various locations in South
<br />Bend, as submitted, May 1 through May 31, 1999. Upon a motion made by Mr. Caldwell, seconded
<br />by Ms. Roemer and carried, the recommendation was approved.
<br />REQUEST DENIED - PURCHASE OF CITY -OWNED PROPERTY
<br />Mr. Caldwell stated that an unfavorable recommendation has been received by Community and
<br />Economic Development, in reference to a request as submitted by Mr. Lloyd McCullough, 1516 Rush
<br />Street, South Bend, Indiana, to purchase the vacant property at 1512 Rush Street, South Bend,
<br />Indiana. Community and Economic Development has stated that the southeast neighborhood has
<br />experienced considerable redevelopment over the past six years. The availability of vacant lots owned
<br />by the City has helped contribute to the overall redevelopment effort. In support of the continued
<br />redevelopment of the neighborhood, as housing development study is to be started in the near future.
<br />Until that study is complete and fully analyzes the impact of the remaining lots, the Department
