<br />PURPOSE AND INTENT
<br />The City of South Bend, in creative and affirmative partnership with City residents, private enterprise, neighborhood
<br />and community organizations, and the Federal Government, is committed to the national housing objectives of
<br />"creating a suitable living environment, decent housing, and economic opportunities" for all persons. The
<br />revitalization of particular neighborhoods in South Bend is important to the quality of life, future economic growth
<br />and overall physical development for the total community. The City partners with its Community Development
<br />Corporations (CDCs) and encourages them to take an active part in physical revitalization efforts and, in improving
<br />outreach of services to neighborhood residents. To that end the City has partnered with a CDC, the Near Northwest
<br />Neighborhood, Inc. (NNN), and will utilize Community Development Block Grant (CDBG) funds to support the NNN
<br />in its efforts to implement and complete various neighborhood programs/activities.
<br />TARGETED GOALS
<br />The targeted goal for the Near Northwest Neighborhood, Inc. CDBG Administration Activity (16-JC-85) is to
<br />provide support for programs and housing services that benefit low/moderate income residents in the Near Northwest
<br />Neighborhood. Activities including:
<br />1) Develop and enhance the NNN's ability to plan and develop future projects through training and retention
<br />of staff to manage the revitalization activities of a CDC;
<br />2) Increase capacity in planning, administration and implementation;
<br />3) Increase access to decent affordable housing;
<br />4) Sustain and increase homeownership;
<br />5) Decrease slum and blight in an effort to preserve and enhance suitable living environments;
<br />6) Improve safety and livability of communities;
<br />7) Increase community investment and involvement;
<br />8) Promote effective partnerships;
<br />9) Directly impact vacant and abandoned properties as a priority;
<br />10) Partner with efforts promoted through the West Side Corridors plan.
<br />Outcome: With the requested CDBG funding, the planning and administration of the day-to-day operations of a CDC
<br />will be maintained in the Near Northwest Neighborhood of South Bend. Support will enable the retention of an
<br />Executive Director, Administrative Assistant/Bookkeeper, Property Development Specialist, and Part Time
<br />Community Organizer.
<br />If, for any reason, there is difficulty in achieving this goal, the Agency must notify the Department of Community
<br />Investment of the problem(s) so the matter(s) can be rectified in a timely manner.
<br />INCOME GUIDELINES
<br />Households with income in the low or moderate income range (as defined from time to time by HUD) are eligible
<br />applicants for assistance under this activity. Annual limits as of March 28, 2016 are:
