REGULAR MEETING JANUARY 25, 1999 <br />APPROVE CONSTRUCTIONCONTRACT - STRUCTURAL STEEL PAINTING - CONRAIL <br />BRIDGE AT WESTERN AVENUE AND WALNUT STREET - PROJECT NO. 98-81 <br />;Mr. Caldwell advised that in accordance with the bid awarded on November 23, 1998, to N.I. Spanos <br />Painting, Inc., Post Office Box 10908, Merillville, Indiana, in the amount of $67,700.00 for the above <br />referred to project, a Contract in said amount was being submitted for Board approval. Upon a <br />motion made by Nfs. Roemer, seconded by Mr. Caldwell and carried, the Contract was approved and <br />the appropriate Certificate of Insurance was filed. <br />APPROVAL OF AGREEMENT - PROFESSIONAL SERVICES - DEVELOPMENT CONCEPTS, <br />INC. <br />Mr. Caldwell stated that the Board is in receipt of an Agreement between the City of South Bend and <br />Development Concepts, Inc., 200 South Meridian, Indianapolis, Indiana, for technical assistance for <br />assembling a development strategy relating to the Studebaker Corridor area. Mr. Caldwell noted that <br />the Agreement is i,a the amount of $32,000.00. Therefore, upon a motion made by Mr. Caldwell, <br />seconded by [,.ocmer and carried, the Agreement was approved and executed. <br />APPROVAL OF _1'_hCOMMENDATION - TO CLOSE STREETS - WORLD'S LARGEST <br />GARAGE SALE <br />Mr. Caldwell stated that favorable recommendations have been received by the Division of <br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Teresa NI '1:<re, Park Department to close various streets in conjunction with the "World's <br />Largest Garage Sale", to be held on June 5, 1999, in the municipal parking garage at Wayne and St. <br />Joseph Streets. [,!;ion a motion made by Mr. Caldwell, seconded by Ms. Roemer and carried, the <br />recommendation „ s approved. <br />PUBLIC HEARII T( - TRANSIENT MERCHANT LICENSE - SHIPSHEWANA ON THE ROAD <br />`j Mr. Caldwell ad% iscd :hat this was the date set for the Board's Public Hearing concerning a License <br />Application fora Transient Merchant License, as submitted by Mr. Darrell Lepper, 10720 Three Mile <br />Road, East Leroy, Michigan, to conduct "Shipshewana on the Road", at the Century Center, on <br />January 30 and ;1, 1999. Favorable recommendations have been received by the Police Department, <br />Fire Department, 1?lulding Commissioner and the City Attorney's Office. <br />Mr. Lepper \vas present, and recommended approval. There being no one present wishing to address <br />the Board concer ,in this matter, the Public Hearing was closed. <br />Therefore, upon a notion made by Ms. Roemer, seconded by Mr. Caldwell and carried, the License <br />Application %vas a ; r _;ved. It was noted that the Clerk of the Board did not receive the application <br />until the week hiii 18, 1999. Municipal Code stipulates that a Public Hearing must be conducted <br />for License App!i,-C,t ns for a Transient Merchant License. Ms. Engel reminded Mr. Lepper that the <br />application must be s! ibmitted to the City of South Bend well in advance of his event. <br />APPROVAL OF f;EQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS <br />- SECONDARY 't. �RiFICATION IMPROVEMENTS - PROJECT NO. 98-18 <br />- HEAD \N'C1 ', ;-r't.C-1 L I T Y PROJECT - PROJECT NO. 98-26 <br />In a memorarnd,,,}l ! the Board, Mr. Jack Dillon, Director of Environmental Services, requested <br />permission to a ':: cr ;:e for the receipt of bids for the above referred to projects. Mr. Dillon stated <br />that funding ! r t',:; r; ;;.-ct will come from State Revolving Fund Loans. Therefore, upon a motion <br />made by Ivir.
