<br />that the Board award the contract to the lowest responsible and responsive bidder, Selge
<br />Construction, 2833 South 1 lth Street, Niles, Michigan, in the amount of $724,351.56. It was noted
<br />that an "Intent to Award" letter was submitted to Selge Construction on November 27, 2000.
<br />Therefore, Mr. Gilot made a motion that the recommendation be accepted and the bid be awarded
<br />as outlined above. Ms. Roemer seconded the motion which carried.
<br />AWARD BID - OLIVE STREET IMPROVEMENTS - CALHOUN TO HUMBOLDT - PROJECT
<br />NO. 100-73
<br />Mr. Carl P. Littrell, City Engineer, advised the Board that on October 23, 2000, bids were received
<br />and opened for the above referred to project. After reviewing those bids, Mr. Littrell recommends
<br />that the Board award the contract to the lowest responsive and responsible bidder, Rieth Riley
<br />Construction, Post Office Box 1775, South Bend, Indiana in the amount of $122,605.00, which is
<br />the base bid plus alternate. Therefore, Ms. Roemer made a motion that the recommendation be
<br />accepted and the bid be awarded as outlined above. Mr. Inks seconded the motion which carried.
<br />AWARD QUOTATION - BUILD -OUT FOR LEASE SPACES 3 AND 4 - LEIGHTON PLAZA
<br />LEPEEP RESTAURANT - ELECTRICAL - PROJECT NO. 100-99
<br />Mr. Carl P. Littrell, City Engineer, advised the Board that on November 27, 2000, quotations were
<br />received and opened for the above referred to bid package. After reviewing those bids, Mr. Littrell
<br />recommends that the Board award the contract to the lowest responsible responsive bidder, Zeiler
<br />Electric, Inc., 55210 Elder Road, Mishawaka, Indiana in the amount of $32,500.00. Therefore, Ms.
<br />Roemer made a motion that the recommendation be accepted and the quotation be awarded as
<br />outlined above. Mr. Inks seconded the motion which carried.
<br />APPROVE CHANGE ORDER - MORRIS PERFORMING ARTS CENTER - REINKE
<br />CONSTRUCTION - PROJECT NO 98-25-5 6
<br />Mr. Gilot advised that Mr. Toy Villa, Construction Manager, has submitted Change Order No. 005
<br />on behalf of Reinke Construction, 1216 West Sample, South Bend, Indiana indicating that the
<br />Contract amount be increased $123,294.01 for a new Contract sum including this Change Order in
<br />the amount of $1,114,858.51. Earlier, there had been a change order for $78,000.00. This current
<br />Change Order represents a 22% increase over the original price and consists of over 100 items that
<br />were encountered as the finishing was being completed. Many small reworkings, adjustments, and
<br />recuttings needed to be performed to finalize this project that were never anticipated. Because of the
<br />age of the building and the new refurbishings being installed or added to the project, many things had
<br />to be slightly adjusted or redone to work. The attachment as submitted details over 100 items along
<br />with the cost of each job that had to be completed. Most of the jobs were not large, but added
<br />tremendously to the cost and this could not be foreseen. Although it is over the 20% allowed by law,
<br />this was unforeseeable. Upon a motion made by Mr. Inks, seconded by Ms. Roemer and carried, the
<br />Change Order was approved.
<br />APPROVE CHANGE ORDER - MORRIS PERFORMING ARTS CENTER - GIBSON LEWIS -
<br />PROJECT NO.98-25
<br />Mr. Gilot advised that Mr. Toy Villa, Construction Manager, has submitted Change Order No. 001
<br />on behalf of Gibson -Lewis, 1001 West 111h Street, Mishawaka, Indiana indicating that the Contract
<br />amount be increased $202,700.00 for a new Contract sum including this Change Order in the amount
<br />of $681,075.00. This Change Order represents an increase of42.37%. This particular contract was
<br />for replastering, drywalling and acoustical work. The original estimate was completely different from
<br />the final work. The original contract called for repair or replacement of areas of roofing and
<br />ornamental plaster work damaged by water leakage. However, after the work was begun, extensive
<br />damage to joists, the support areas and the plastered chicken wire facades was discovered. It was
<br />necessary to replace these areas because the rotted and damaged areas would not support the
<br />necessary drywall and plaster. Most of the areas that were to be reworked exceeded original
<br />estimates by 2 to 5 times due to the unanticipated damage to the underlying supports. In addition,
<br />much of the existing drywall was not flat. Due to the intricacies, original estimates were well below
<br />the costs of replacement. Since all of the damage was unforeseen and could not have been
<br />determined until the actual work began, this increase is over the 20% cap and should be approved.
