REGULAR MEETING NOVEMBER 27, 2000 <br />APPROVAL OF LEASE AGREEMENT/GRANT AGREEMENT - 803 NOTRE DAME AVENUE <br />- NORTHEAST NEIGHBORHOOD REVITALIZATION ORGANIZATION <br />Mr. Gilot stated that the Board is in receipt of an Agreement between the City of South Bend and <br />the Near Northeast Neighborhood Revitalization Organization for the lease of 803 Notre Dame <br />Avenue. The term of the lease is one year, from November 1, 2000 through October 31, 2001, with <br />an option to renew for an additional year for a sum of $1.00. Also approved was the Grant <br />Agreement for the above referred to Lease Agreement, which is Attachment "A" of the Lease <br />Agreement. Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Inks and carried, the <br />Lease Agreement and Grant Agreement were approved and executed. <br />APPROVAL OF AGREEMENT OF PARTICIPATION - GEOGRAPHIC INFORMATION <br />SYSTEM - ST. JOSEPH COUNTY <br />Mr. Gilot stated that the Board is in receipt of an Agreement between the City of South Bend and <br />St. Joseph County, to build and maintain a cooperative digital geographic information system base <br />map. Mr. Gilot noted that the Agreement is in the amount of $312,500.00. It was noted that a letter <br />from St. Joseph County indemnifying the City of South Bend is to be incorporated into this <br />Agreement. Therefore, upon a motion made by Mr. Gilot, seconded by Ms, Roemer and carried, the <br />Agreement was approved, subject to the addition of the Indemnification Letter from St. Joseph <br />County. <br />APPROVAL OF NEIGHBORHOOD YOUTH GRANT PROGRAM - LINCOLN ELEMENTARY <br />SCHOOL <br />Mr. Gilot stated that the Board is in receipt of an Agreement between the City of South Bend and <br />Lincoln Elementary School, 1425 East Calvert, South Bend, Indiana, for youth of Lincoln Service <br />Learning Project to provide a birthday party for residents of Karl King Towers. Mr. Gilot noted that <br />the Agreement is in the amount of 1411.00. Therefore, upon a motion made by Mr. Gilot, seconded <br />by Ms. Roemer and carried, the Agreement was approved and executed. <br />UNFAVORABLE RECOMMENDATION - PETITION TO VACATE AN ALLEY <br />Mr. Gilot indicated that the Common Council has submitted to the Board a Vacation Petition as <br />completed by Mr. Paul Fujawa, 1121 West Grace Street, South Bend, Indiana to vacate the following <br />alley: <br />The first east/west alley north of Fisher Street from the west R/W line of Webster Street to <br />the west lot line of Lot 18, Peck's 2' Subdivision of Part Bank Outlots 01 and 02 for a <br />distance of 210 feet. Being a part of said Peck's 2nd Subdivision to the City of South Bend, <br />St. Joseph County, Indiana. <br />Mr. Gilot advised that the Board is in receipt of favorable recommendations concerning this Vacation <br />Petition from the Police Department, Fire Department, and the Department of Economic <br />Development, subject to any utility easements that may be required. The Division ofEngineering has <br />stated that this vacation would create a dead end alley. The relief to this situation is the traffic outlet <br />that the church desires to eliminate. The Area Plan Commission stated that St. Casimir Church is <br />built over an alley that was never vacated. The vacation would also need to be subject to a turning <br />radius easement at the eastern extent of the alley for alley traffic from the east. Solid Waste did not <br />give a recommendation, however, trash would need to be picked up from the front of the residences, <br />rather than in this alley. Therefore, Mr. Gilot made a motion that the Board send an unfavorable <br />recommendation to the Common Council concerning this Vacation Petition. Ms. Roemer seconded <br />the motion which carried. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT "ST. MARGARET' S HOUSE WINTER <br />WALK" <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Park Department, Police Department and the City Attorney's office, in reference to a request as <br />submitted by Ms. Kathryn Schneider, St. Margaret's House, 117 North Lafayette, South Bend, <br />Indiana to conduct the above referred to walk, on February 11, 2001, beginning at 2:00 p.m., and <br />ending at 4:00 p.m., on the designated route as submitted.
