<br />APPROVAL OF RECOMMENDATION - TO CONDUCT "GOOD TIMES AMUSEMENT"
<br />CARNIVAL - POTOWATOMI ZOO
<br />Ms. Roemer stated that favorable recommendations have been received by the Division of
<br />Engineering, Code Enforcement, Park Department, Building Department, Fire Department, Police
<br />Department and the City Attorney's office, in reference to a request as submitted by ms. Barbara
<br />Williams, Post Office Box 316, Rolling Prairie, Indiana to conduct the above referred to carnival at
<br />the Potowatomi Zoo, on August 10-13, 2000. Upon a motion made by Mr. Inks, seconded by Ms.
<br />Roemer and carried, the recommendation was approved.
<br />APPROVAL OF RECOMMENDATION - TO CONDUCT RIVER PARK PARADE
<br />Ms. Roemer stated that favorable recommendations have been received by the Division of
<br />Engineering, Park Department, Police Department and the City Attorney's office, in reference to a
<br />request as submitted byMr. K.R. Palmer, River Park Business Association, 2528 Mishawaka Avenue,
<br />South Bend, Indiana to conduct the above referred to parade, on September 23, 2000, beginning at
<br />10:00 a.m., on the designated route as submitted. Upon a motion made by Ms. Roemer, seconded
<br />by Mr. Inks and carried, the recommendation was approved
<br />APPROVAL OF RECOMMENDATION TO ENCROACH ONTO PUBLIC RIGHT-OF-WAY -
<br />WSBT-TV
<br />Ms. Roemer advised that the Board is in receipt of favorable recommendations from the Division of
<br />Engineering and the Police Department, for a request from Bob Johnson, WSBT-TV, 300 West
<br />Jefferson, South Bend, Indiana, to conduct a video taping in the side alley of WSBT, on August 8,
<br />2000. Upon a motion made by Ms. Roemer, seconded by Mr. Inks and carried, the recommendation
<br />was approved.
<br />APPROVAL OF APPLICATION FOR SCRAP METAL DEALERS/JUNK
<br />DEALERS/RECYCLING OPERATIONS/TRANSFER STATIONS
<br />Ms. Roemer stated that the following application has been received:
<br />Indiana Auto Parts, Inc.
<br />3300 South Main Street
<br />It was noted that favorable recommendations have been received by the Fire Department and the
<br />Department of Code Enforcement. Upon a motion made by Ms. Roemer, seconded by Mr. Inks and
<br />carried, the License Application was approved.
<br />APPROVAL OF REQUEST TO ACQUIRE CITY OWNED PROPERTY SOUTH BEND
<br />SCHOOL CORPORATION
<br />Mr. Carl P. Littrell, City Engineer, was present, and stated that on September 1, 1976, Kuert
<br />Concrete, Inc., transferred property to the City of South Bend to provide a full sixty feet wide right
<br />of way for Eclipse Place from Keller Street to Marquette Boulevard in the Vernon Heights Addition.
<br />The property transferred is thirty feet wide to the west of and parallel to the thirty feet wide half right
<br />of way of Eclipse Place. It was transferred by Warranty Deed. The property was not dedicated as
<br />public right of way. Earlier in 2000, the South Bend Common Council, upon petition by the South
<br />Bend Community School Corporation, vacated Eclipse Place from Keller to Marquette. The School
<br />Corporation intends to use the vacated right of way and the property in question for additions to the
<br />athletic facilities at LaSalle High School. Because Kuert Concrete transferred the land for public use
<br />as Eclipse Place right of way; because the School Corporation has purchased additional adjacent
<br />property from Kuert Concrete; because the Common Council has vacated Eclipse Place and other
<br />streets and alleys in support of the additions to LaSalle High School; and because the South Bend
<br />Community School Corporation has been a partner in public improvements on several recent
<br />occasions: transfer of land for Fire Station 10 and O'Brien School for use by the Parks and
<br />Recreation Department, Mr. Littrell recommended transfer of this land to the School Corporation at
<br />no charge. As Marquette Boulevard at the north end of the property has not been vacated and since
<br />part of the thirty feet width of the subject property is within the Marquette Boulevard right of way,
<br />Mr. Littrell recommended that the south 672.60 feet of the property be transferred, leaving land for
<br />a complete Marquette Boulevard intact. Therefore, upon a motion made by Mr. Inks, seconded by
<br />Ms. Roemer and carried, the transfer of property, as submitted, was approved.
