REGULAR MEETING NOVEMBER 26, 2001 of Economic Development and the Department of Public Works. Area Plan Commission did not submit a recommendation. Therefore, Mr. Gilot made a motion that the Board send a favorable recommendation to the Common Council concerning this Vacation Petition. Mr. Inks seconded the motion which carried. LICENSE APPLICATION - TRANSIENT MERCHANT LICENSE - BROWN'S TREE FARMS - SALE OF CHRISTMAS TREES Mr. Gilot advised that an Application for a Transient Merchant License was presented to the Board for approval, as submitted by Mr. Earl Brown, 8928 West Oak Lane, Lake City, Michigan, to conduct the sale of Christmas Trees from November 21, 2001 through December 22, 2001, at the Broadmoor Plaza on Ireland Road. It was noted that favorable recommendations have been received by the Fire Department, Building Commissioner and the Legal Department. The Police Department did not submit a recommendation. Therefore, upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the Application for the Transient Merchant License was approved. APPROVAL OF GRANT OF EASEMENT Mr. Gilot stated that a Grant of Easement for 2603 South Michigan Street with B&R Oil Company, Inc., has been submitted to the Board for approval. The Grant of Easement allows the passage of vehicular traffic on said property. Upon a motion made by Mr. Littrell, seconded by Mr. Inks and carried, the Grant of Easement was approved. APPROVE AND/OR RELEASE CONTRACTOR AND EXCAVATION BONDS Mr. Anthony Molnar, Engineer, Division of Engineering, recommended that the following Contractors and Excavation Bonds be approved and/or released as follows: BOND OF CONTRACTOR Er -Lee Dawn Construction Company James Kruszewski EXCAVATION BOND Union Station Properties, LP C&S Network Construction, Inc. PERMIT BOND Pepper Construction Released Effective November 21, 2001 Released Effective November 21, 2001 Released Effective November 21, 2001 Released Effective November 21, 2001 Approved Effective November 21, 2001 Mr. Gilot made a motion that the recommendation be accepted and that the Bonds be approved and/or released as outlined above. Mr. Littrell seconded the motion which carried. FILING OF CERTIFICATES OF INSURANCE Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following Certificates of Insurance were accepted for filing: Casteel Construction Corporation 23186 West Ireland Road South Bend, Indiana 46614 Resource Conservation Services LLC Route 3, Box 258 Loogootee, Indiana 47553 APPROVE TRAFFIC CONTROL DEVICE Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following traffic control device was approved: New Installation - Handicapped 182 Caroline - Resident Approved, pending Accessible Parking Space Signs has met all requirements. confirmation from Traffic and Lighting J 1
