SPECIAL MEETING JUNE 4, 2001
<br />A special meeting of the Board of Public Works was convened at 10:14 a.m. on Monday, June 4,
<br />2001, by Board President Gary A. Gilot, with Ms. M. Catherine Roemer and Mr. Donald E. Inks
<br />present. Also present was Board Attorney Frank Schaffer.
<br />AGENDA ITEMS ADDED
<br />Upon a motion made by Ms. Roemer, seconded by Mr. Inks and carried, the following items were
<br />added to the agenda:
<br />- Award Quotation - Waste Drum Removal 730 United Drive
<br />- Construction Contract - 2001 Public Works Program - Kaser Spraker Construction
<br />- Construction Contract - Relocation of Curb Stop Boxes
<br />- Construction Contract - 2001 Public Works Program - Selge Construction
<br />- Excavation Bond
<br />- Claims - Wells Fargo and City of South Bend
<br />- Delivery Permit Program Extension
<br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - FESTIVAL CON DIOS
<br />Mr. Gilot advised that this was the date set for the Board's Public Hearing concerning an application
<br />for a Transient Merchant License, as submitted by Mr. Douglas Moore, Progressive Broadcasting
<br />Systems, 5802 C.R. 26, Elkhart, Indiana, to conduct Festival Con Dios on June 14, 2001, from 3:30
<br />p.m. to 10:00 p.m., at the St. Joseph County Fairgrounds, to conduct the sale of miscellaneous items
<br />and food. Favorable recommendations have been received by the Fire Department, Police
<br />Department, Building Department and the City Attorney's Office. It was noted that this Public
<br />Hearing was tabled from the May 29, 2001 meeting.
<br />Therefore, upon a motion made by Ms. Roemer, seconded by Mr. Inks and carried, the application
<br />for a Transient Merchant License was approved.
<br />PUBLIC HEARING - TRANSIENT MERCHANT LICENSE - SALE OF FIREWORKS - DENIED
<br />Mr. Gilot advised that this was the date set for the Board's Public Hearing concerning an application
<br />for a Transient Merchant License, as submitted by Mr. Steve Hartman, 1011 Lincolnway West,
<br />South Bend, Indiana, to conduct the sale of fireworks from June 1, 2001 to July 5, 2001, at 1011
<br />Lincolnway West. Unfavorable recommendations were received by the Fire Department and the
<br />Building Department. The Building Department stated that while this property is zoned "C"
<br />Commercial, the home on the property does not meet commercial code requirements. Also, the
<br />property does not meet the parking requirements as required in Section 21-89 of the South Bend
<br />Municipal Code. It was noted that this Public Hearing was tabled from the May 29, 2001 meeting.
<br />Therefore, upon a motion made by Mr. Gilot, seconded by Ms. Roemer and carried, the application
<br />for a Transient Merchant License was denied.
<br />AWARD BID - POPPY ROAD TRUNK SEWER EXTENSION - PROJECT NO. 101-23
<br />Mr. Carl P. Littrell, City Engineer, advised the Board that on April 30, 2001, bids were received and
<br />opened for the above referred to project. After reviewing those bids, Mr. Littrell recommends that
<br />the Board award the contract to the lowest, responsible and responsive bidder, HRP Construction,
<br />5777 Cleveland Road, South Bend, Indiana, in the amount of $899,830.10. Therefore, Mr. Gilot
<br />made a motion that the recommendation be accepted and the bid be awarded as outlined above. Mr.
<br />Inks seconded the motion which carried.
<br />AWARD BID - BW BUSINESS PARK - SANITARY SEWER AND WATER MAIN EXTENSION
<br />- PROJECT NO. 101-024
<br />Mr. Carl P. Littrell, City Engineer, advised the Board that on April 30, 2001, bids were received and
<br />opened for the above referred to project. After reviewing those bids, Mr. Littrell recommends that
<br />the Board award the contract to the lowest, responsible and responsive bidder, Small, Inc., 25190
<br />State Road 4, North Liberty, Indiana, in the amount of $803,791.00. Therefore, Mr. Gilot made a
<br />motion that the recommendation be accepted and the bid be awarded as outlined above. Ms. Roemer
<br />seconded the motion which carried.
