REGULAR MEETING JANUARY 8, 2001 <br />Section II. That it shall be and hereby is now declared and established that it is the policy of <br />the City of South Bend, by and through its Board ofPublic Works, to furnish to said territory services <br />of a non -capital nature, such as street and road maintenance, street sweeping, flushing, snow removal, <br />within one (1) year of the effective date of the annexation in a manner equivalent in standard and <br />scope to services furnished by the City to other areas of the City regardless of similar topography, <br />patterns of land utilization, and population density; and to furnish to said territory, services of a <br />capital improvement nature such as a sanitary sewer system, a water distribution system, street and <br />road construction, and a street lighting system within four (4) years of the effective date of the <br />annexation in the same manner as those services are provided to areas within the corporate <br />boundaries of the City of South Bend regardless of similar topography, patterns of land use, or <br />population density. <br />Section III. That the Board of Public Works shall and does hereby now establish and adopt <br />the fiscal plan, attached hereto as Exhibit "A", and made a part hereof, for the furnishing of said <br />services to the territory to be annexed, which provides that no actual or additional improvements or <br />services are required in this annexation area beyond those required by the fiscal plan ofthe James and <br />Barbara Kidder annexation area (Ordinance Number 9128-00), of which this annexation is a <br />subordinate part. <br />Adopted the 81h day of January, 2001. <br />BOARD OF PUBLIC WORKS <br />OF THE CITY OF SOUTH BEND, INDIANA <br />s/Gary Gilot, President <br />s/M. Inks, Member <br />APPROVE RECOMMENDATION - CONDUCT ANNUAL MARCH FOR LIFE - KNIGHTS OF <br />COLUMBUS <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Park Department, Police Department and the City Attorney's office, in reference to a request as <br />submitted by Mr. James Riordan, Knights of Columbus, 553 East Washington, South Bend, Indiana <br />to conduct the above referred to march, on January 21, 2001, from 1:30 p.m. to 2:30 p.m., on the <br />designated route as submitted. Upon a motion made by Mr. Inks, seconded by Ms. Roemer and <br />carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT PEACEFUL DEMONSTRATION - ST. <br />JOSEPH RIGHT TO LIFE <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Park Department, Police Department and the City Attorney's office, in reference to a request as <br />submitted by Ms. Kathleen Black, St. Joseph County Right To Life, Inc., 320 North Lafayette, South <br />Bend, Indiana to conduct the above referred to demonstration, on January 22, 2001, from 12:00 p.m. <br />until 1:00 p.m., on the designated route as submitted. Upon a motion made by Mr. Inks, seconded <br />by Mr. Gilot and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT MARTIN LUTHER KING WALK <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Park Department, Police Department and the City Attorney's office, in reference to a request as <br />submitted by Mr. Calvin Johnson, Martin Luther King Foundation, 812 East Jefferson, South Bend, <br />Indiana to conduct the above referred to walk, on January 15, 2001, from 11:00 a.m. to 12:45 p.m., <br />on the designated route as submitted. Upon a motion made by Mr. Inks, seconded by Mr. Gilot and <br />carried, the recommendation was approved. <br />FILING OF CERTIFICATES OF INSURANCE <br />Upon a motion made by Mr. Gilot, seconded by Ms. Roemer and carried, the following Certificates <br />of Insurance were accepted for filing: <br />
