<br />Upon a motion made by Mr. Gilot seconded by Mr. Littrell and carried, the above bids were referred
<br />to Central Services for review and recommendation.
<br />OPENING OF BIDS - TWO (2) MORE OR LESS, 2003 TWO TON VIBRATORY ROLLERS
<br />This was the date set for receiving and opening of sealed bids for the above referred to equipment.
<br />The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County
<br />News which were found to be sufficient. The following bid was opened and publicly read:

<br />AWARD BID - TWO (2) SINGLE AXLE DUMP TRUCKS WITH SNOW EOUIPMENT -
<br />STREET DEPARTMENT
<br />Mr. Matthew Chlebowski, Director, Central Services, advised the Board that on July 14, 2003, bids
<br />were received and opened for the above referred to equipment. After reviewing those bids, Mr.
<br />Chlebowski recommends that the Board award the contract to the lowest responsive and responsible
<br />bidder, Hill Truck Sales, 1011 West Sample, South Bend, Indiana, in the amount of $148,922.00.
<br />It was noted that this was not the lowest bid received, as follows:

<br />Frame is inverted L with bolt on extension for mounting 2500 lb snow plow. Spec calls for
<br />reinforced integral frame extension for mounting snow plow. C channel reinforcement full length
<br />of frame including front frame extension. Rear suspension is 23,000 lbs. Spec calls for 23,500 lbs.
<br />Rear suspension. Frame bid is on inverted L with a bolt -on extension for mounting a 2,500 pound
<br />snow plow. The inverted L is not reinforced the full length of the frame including the front frame
<br />extension.. The rear suspension bid is 23,000 lbs, 500 lbs short, and this will not provide the
<br />necessary strength to provide the long years of service.
