"0 <br />REGULAR MEETING APRIL 28, 2003 <br />APPROVAL OF RECOMMENDATION TO CONDUCT CHET WAGGONER LITTLE <br />LEAGUE PARADE <br />Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Park <br />Department, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Mr. Ray Snyder, 2034 Inglewood, South Bend, Indiana to conduct the above referred to parade, <br />on May 3, 2003, on the designated route as submitted. Upon a motion made by Mr. Gilot, seconded <br />by Mr. Inks and carried, the recommendation was approved. <br />ADOPT RESOLUTION NO. 33-2003 - REGULATING PARKING OF VEHICLES ON CITY - <br />OWNED PROPERTY AT I I I SOUTH ST. JOSEPH STREET THE COLLEGE FOOTBALL <br />HALL OF FAME <br />Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the following Resolution was <br />adopted by the Board of Public Works. It was noted that the Board appointed Mr. Carl Littrell, City <br />Engineer, as the representative to review and approve any requests for parking at the College <br />Football Hall of Fame. <br />RESOLUTION NO. 33-2003 <br />A RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, <br />INDIANA, REGULATING PARKING OF VEHICLES ON CITY -OWNED PROPERTY <br />AT I I I SOUTH SAINT JOSEPH STREET, THE COLLEGE FOOTBALL HALL OF FAME <br />WHEREAS, Section 20-3 of the South Bend Municipal Code grants authority to the Board <br />of Public Works to regulate vehicular parking on streets and alleys and in municipal parking <br />facilities including the parking facility at 111 South Saint Joseph Street; and <br />WHEREAS, the parking facility at I I I South Saint Joseph Street was developed for the <br />benefit of visitors to the College Football Hall of Fame, Century Center and nearby attractions; and <br />WHEREAS, visitors to the College Football Hall of Fame, Century Center and nearby <br />attractions have at times and from time to time been unable to find available parking spaces at the <br />said parking facility; and <br />WHEREAS, the staff of College Football Hall of Fame, Century Center, and nearby <br />attractions wish to provide for the convenience of their patrons and enjoyment of their facilities with <br />frequent turnover of parking spaces; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works of the City of South <br />Bend, Indiana, as follows: <br />1. That parking in the parking facility at 111 South Saint Joseph Street be limited to a <br />maximum of two hours by the same vehicle in any one calendar day in any parking space or <br />spaces during the hours of 8:00 a.m. to 6:00 p.m. daily, <br />2. That the Bureau of Traffic and Lighting shall erect appropriate signs in appropriate places <br />to notify the public of this restriction, <br />3. That this restriction shall go into effect no sooner than May 1, 2003, <br />4. That penalties for violation of this restriction be enforced by the Ordinance Violations <br />Bureau in the same manner and in the same amount(s) as enforced and collected for violation <br />of on -street parking restrictions, <br />5. That vehicles of certain staff of the College Football Hall of Fame, determined by the <br />Director, shall be exempted from this restriction. No more than five such vehicles shall be <br />exempted. The Clerk of the Board of Public Works shall issue identification signed by the <br />Board that shall be displayed upon those exempted vehicles. <br />6. Nothing in the resolution shall be interpreted to restrict the College Football Hall of Fame <br />from closing the parking facility to the public for special events. Those special events may <br />include collection of fees to allow parking with or without time restriction, or to provide free <br />
