Mr. Littrell seconded the motion, which carried. <br />AWARD QUOTATION - LASALLE PARK SOIL TESTING — PROJECT NO. 105-056 <br />(WEED AND SEED NEIGHBORHOOD FUND) <br />Mr. Gary Gilot advised the board that on June 13, 2005, quotations were received and <br />opened for the above referred to project. After reviewing three (3) proposals for soil <br />testing for LaSalle Park, Mr. David Fecteau, Community and Economic Development <br />(CD) recommends awarding of the project to the lowest responsible and responsible <br />bidder, DLZ Industrial LLC, South Bend, Indiana, in the amount of $13,900.00. The <br />lowest bidder, QEPI, was a non -responsive bid. Their bid only addressed the presence of <br />environmental contaminants, "to determine if lead or arsenic are present at the identified <br />properties so that redevelopment of the properties can occur." Yet the project scope in <br />the Division of Community Development's quote letter clearly stated that testing on <br />vacant lots was to "determine suitability to support new single-family housing." <br />Although DLZ is the second lowest bidder for this project, the CD staff believes that their <br />quote satisfactorily addresses our full scope of work, including: testing of lots for <br />suitability to support new housing; and testing soil around the lake for its ability to <br />support a walking trail. Their project scope clearly states that they will "perform <br />geotechnical investigations of various house lots for the purpose of placing single family <br />residences on them." The CD staff also had verbal communication with QEPI and <br />confirmed the requested service. Accordingly, staff was somewhat perplexed upon <br />receipt of the quote from QEPI. All three quotes were reviewed by Mr. Jason Durr (P.E.) <br />1 <br />
