'Jcr3 <br />PUBLIC AGENDA SESSION FEBRUARY 10, 2005 <br />The Public Agenda Session of the Board of Public Works was convened at 9:00 a.m. on <br />Thursday, February 10, 2005, with Mr. Carl P. Littrell and Mr. Donald E. Inks present. <br />Board President, Gary A. Gilot was not present. Also present was Board Attorney <br />Thomas Bodnar and Attorney John Livingston. Board of Public Works Clerk Angela <br />Jacob presented the Board with a proposed agenda of items presented by the public and <br />by City Staff. <br />Board members discussed the following item(s) from that list. <br />- Safety Reports <br />Mr. Jack Dillon, Environmental Services; Mr. Sam Hensley, Street Department; <br />Mr. Andy Wierzbicki, Water Works; and Mr. John Machowiak, Central Services, <br />presented the Safety Report for their respective departments. <br />- Monthly Reports <br />Mr. Jack Dillon, Environmental Services, and Mr. Andy Wierzbicki, Water <br />Works, presented the Monthly Report for their respective departments. <br />- Requests to Purchase — 48 and 96 Gallon Trash Containers <br />Mr. Jack Dillon, Environmental Services, stated that the bid for the trash <br />containers was awarded in 2004 as a five (5) year contract to Best Equipment. <br />They did not make the complete purchase in 2004 due to the City Council only <br />approving a specified amount. However, for 2005, they have approved the <br />complete purchase. Due to a rise in the cost of plastic polymers, the price of the <br />trash containers went up by 3% from their 2004 price. Mr. Dillon stated that he is <br />unsure whether Best Equipment will honor their 2004 awarded price or raise it as <br />described. If Best Equipment does not honor the awarded price, this contract will <br />have to be re -bid and Best Equipment will not be able to bid with the City of <br />South Bend again. Mr. Dillon stated that he is expecting to know by Monday, <br />February 14, 2005, if Best Equipment will honor their bid. Mr. Dillon also stated <br />that this purchase is contingent on the Lease Purchase Agreement from All Points <br />Public Funding, LLC, being approved. The trash containers will be supplied to <br />residents of the City of South Bend. <br />- Requests to Purchase —Side Loading Refuse Trucks <br />Mr. Jack Dillon, Environmental Services, stated that the bid for the side loading <br />refuse trucks was awarded in 2004 as a five (5) year contract to Best Equipment. <br />They did not make the complete purchase in 2004 due to the City Council only <br />approving a certain amount. However, for 2005, they have approved the <br />complete purchase. Mr. Dillon also stated that this purchase is contingent on the <br />Lease Purchase Agreement from All Points Public Funding, LLC, being <br />approved. <br />- Request to Advertise for the Receipt of Bids — One (1) 20 Cubic Yard Packer <br />Mr. Jack Dillon, Environmental Services, stated that this Request to Advertise for <br />the Receipt of Bids is to purchase one (1) 20 cubic yard packer for the Solid <br />Waste Department. There have been no recent bids on this equipment to make <br />the purchase without letting a new bid. Mr. Dillon also stated that this purchase is <br />contingent on the Lease Purchase Agreement from All Points Public Funding, <br />LLC, being approved. <br />- Change Order and Completion Affidavit — RibourdeBoland Intersection Improvement <br />Mr. Carl Littrell, Engineering, stated that this project came in under -budget upon <br />completion. <br />- Construction Contract — Furniture, Fixtures and Equipment — South Bend Fire and <br />Police Departments New Headquarters <br />Mr. Carl Littrell, Engineering, stated that the work for this Construction Contract <br />has already been completed; the Contract was just received from DLZ, Indiana. <br />- Contract — Service Study Presentation <br />Mr. Jack Dillon, Environmental Services, stated that this Contract will provide a <br />sewage works cost of service study and presentation for the City Council.
