®rdinance N®. <br />Bill N®. <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING VARIOUS PROVISIONS OF CHAPTER 14, ARTICLE 9 OF THE <br />-SOUTH BEND MUNICIPAL CODE BY INCLUDING REGULATIONS FOR <br />LIMITED PARKING WHERE A FEE IS CHARGED ON NON-RESIDENTIAL AREAS. <br />STATEMEl~IT OF PURPOSE AND I1~TTEloiT <br />On September 24, 2007, the South Bend Common Council passed Ordinance No. 9785-07 <br />which created regulations addressing special events held in residentially zoned areas. <br />This ordinance created reasonable regulations for residential areas which attempted to <br />balance the rights of the individual residential property owner with the rights of the surrounding <br />residents and neighborhoods. That ordinance also addressed special events held in residential <br />areas and the resulting parking needs. <br />The attached ordinance would create regulations for the temporary parking of vehicles in <br />non-residentially owned areas for special events by requiring a hard surface for such parking. It <br />would also create a permit system similar to the regulations in place for special event parking in <br />residentially zoned areas. <br />It is believed that this ordinance is in the best interests of the City of South Bend. <br />~acr~, ~iivxe~,a~e, /e +,toa~u~zr~~ by the Common Council of the City of South Bend, Indiana, <br />as follows: <br />Section I. Chapter 14, entitled SPECIFIC PUBLIC SAFETY REGULATIONS, of the <br />South Bend Municipal Code, is hereby amended by amending various sections of Article 9 <br />currently entitled Regulations Addressing Special Events in Residentially Zoned Areas, which <br />shall read as follows: <br />Article 9. <br />Regulations Addressing Special Events In Residentially and I~on- <br />Residentially Zoned Areas. <br />Sec. 14-51 Definitions. <br />For purposes of this Article, the following defmitions shall apply: <br />Alcoholic beverage: See definition in IC § 7.1-1-3-5. <br />
