Since the passage of that ordinance, a fair and reasonable system <br />has been implemented which properly balances the rights of the owners of <br />residential properties with the rights of their surrounding neighborhoods. <br />The article in yesterday's edition of the South Fend Tribune announced that Kelly <br />Park, a small neighborhood park at the southwest corner of St. Peter and Howard <br />Streets, would begin having up to seventy (70) vehicles parked on it for a fee on <br />home Notre Dame football games prompted some calls to me from residents. I have <br />attached a copy for your review. Those residents voiced concern with regard to <br />public safety items such as driving over curbs, maintenance of the lawn areas, lack <br />of supervision if a structure is not located on the property where parking will take <br />place, monitoring ingress and egress of the vehicles, and noise -- just to name a <br />few. <br />The attached ordinance addresses concerns with regard to proposed temporary <br />parking onnon-residential areas for a fee on soft surfaces. This bill would call for <br />no parking on soft surfaces such as grass. It would also implement a similar <br />procedure to be followed requiring a permit for parking for a fee. I look forward to <br />discussing this proposed legislation with you and seek your support.
