~. <br />REGULAR MEETING OCTOBER 25.2006 <br />The Board of Public Safety met in the regular meeting at 9:25 a.m. on Wednesday, October 25, <br />2006, with President Jesusa Rodriguez and Board Members Juanita Dempsey, Donald Alford, <br />Bruce J. BonDurant and Patrick D. Cottrell present. Also present were Police Chief Thomas <br />Fautz, and Fire Chief Luther Taylor. Board Attorney Thomas Bodnar was not present. Assistant <br />City Attorney Cheryl Greene was present in his absence. <br />The meeting was held in the Board of Public Works Meeting Room, 13`h Floor, County City <br />Building, South Bend, Indiana. <br />ACCEPT MINUTES OF PREVIOUS MEETINGS <br />Upon a motion made by Mr. BonDurant, seconded by Mr. Alford and carried, the minutes of the <br />Public Agenda Session, Executive Session, and Regular meetings of the Board held on <br />September 27, 2006 were accepted, with the noted correction. <br />POLICE DEPARTMENT <br />ACCEPT PROPOSED CHANGES (GENERAL ORDERSI TO THE SOUTH BEND POLICE <br />DEPARTMENT DUTY MANUAL <br />- NARCOTIC EVIDENCE TROUBLE BOX <br />-EVIDENCE: NARCOTICS <br />- DOMESTIC VIOLENCE <br />- DOMESTIC VIOLENCE: SWORN OFFICERS <br />Chief Thomas Fautz submitted the above referenced proposed changes to the South Bend Police <br />Department Duty Manual in the form of General. Chief Fautz requested the Board review and <br />accept the proposed changes to the Duty Manual in the form of General Orders to the South <br />Bend Police Department Duty Manual. Chief Fautz indicated this is an on-going quest to update <br />the Duty Manual. Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and <br />carried, the proposed changes were accepted. <br />ACCEPT RESOLUTION NO. 57-2006 -CONCERNING SPECIAL ASSIGNMENTS IN THE <br />SOUTH BEND POLICE DEPARTMENT <br />Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and carried, an amended <br />Resolution including criteria in Item No. 8 was accepted by the Board of Public Safety. It was <br />noted special assignment includes the rank of Sergeant and Lieutenant. President Rodriguez <br />referenced the letter of October 17, 2006 from the Fraternal Order of Police. <br />RESOLUTION N0.57-2006 <br />A RESOLUTION OF THE BOARD OF PUBLIC SAFETY CONCERNING SPECIAL <br />ASSIGNMENTS IN THE SOUTH BEND POLICE DEPARTMENT <br />WHEREAS, the promotion of qualified officers to the supervisory ranks of any <br />paramilitary organization such as the South Bend Police Department is of utmost importance to <br />the efficiency and morale of the department and to the well being of the citizens of South Bend; <br />and <br />WHEREAS, the best means of checking an officers ability to hold a superior rank is to <br />observe the officer performing the duties of that rank; and <br />WHEREAS, I.C. 36-8-3-7(a) authorizes the detailing of regular police officers to perform <br />special duties within the City of South Bend; and <br />WHEREAS, the South Bend Police Department wants to promote the best ranking <br />officers. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF <br />THE CITY OF SOUTH BEND, INDIANA, that: <br />The Chief of Police of the City of South Bend is authorized to assign special duties as <br />sergeants or lieutenants to those officers he sees fit subject to the circumstances set forth below: <br />
