"... REGULAR MEETING SEPTEMBER 27, 2006 Section III. The Board of Public Safety shall and does hereby now establish and adopt the Fiscal Plan, attached hereto as Exhibit "A", and made a part hereof, most particularly those provisions pertaining to police and fire protection at pages 6 and 7 of Exhibit "A", for the furnishing of said services to the territory to be annexed. BonDurant Attest: s/Angela Jacob, Clerk POLICE DEPARTMENT ACKNOWLEDGE PROMOTION -STEVEN RICHMOND Police Chief Thomas Fautz informed the Board of the promotion of Lieutenant Steven Richmond to the rank of Captain in the Investigative Division. Lieutenant Richmond was appointed to the Police Department on March 3, 1984. He has numerous commendations regarding his investigative skills and is truly an asset to the department. The effective date of this promotion was September 25, 2006. The Board acknowledged the promotion. ACCEPT AND APPROVE RETIREMENT -LIEUTENANT FRANK STEIGER President Rodriguez stated that Chief Thomas Fautz has submitted to the Board the Application and Declaration for Retirement for Lieutenant Frank Steiger effective September 30, 2006. Chief Fautz noted that he has served the Police Department with loyalty and distinction during the last twenty (20) years, two (2) months and thirty (30) days. Chief Fautz joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Police Department and the citizens of South Bend. Members also wished him a long and happy retirement. Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and carried, the retirement was accepted and approved. APPROVAL OF TRICK OR TREAT HOURS Police Chief Thomas Fautz recommended that Halloween Trick or Treat hours be held on Tuesday, October 31, 2006, from 5:00 p.m, to 7:00 p.m. This date will coincide with the date and hours for St. Joseph County and Mishawaka. Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and carried, the recommendation was approved. ACCEPT AND APPROVE SPECIAL POLICE COMMISSION -JERRY INGRAM In a letter to the Board, Police Chief Thomas Fautz recommended that the following Special Police Commission be issued to Mr. Jerry T. Ingram for Parking Properties, effective September 27, 2006, until revoked. Chief Fautz stated this Commission is issued for the on-street patrol parking enforcement personnel and does not include the carrying of a weapon or the powers of arrest. Mr. Ingram has met the Commission requirements of the South Bend Police Department. Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and carried, the Special Police Commission was accepted and approved. ACCEPT DONATION Chief Thomas Fautz advised the Board of a generous donation made to the South Bend Police Department by Mr. Franklin Julian. Fifty (50) Quick Clot Battle Packs were purchased and donated to the Department, for a total donation of $1,987.65. There being no further discussion, the donation was accepted. ACCEPT DONATION Chief Thomas Fautz advised the Board of a generous donation made to the South Bend Police Department K-9 Unit of $50.00 by Dr. Visser and the Roseland Animal Hospital in the name of "Casey" who was Sergeant Bill Kraus' personal dog who had to be put to sleep the week of September 4, 2006. There being no further discussion, the donation was accepted.
