BonDurant <br />Attest: <br />s/Angela Jacob, Clerk <br />POLICE DEPARTMENT <br />ACKNOWLEDGE PROMOTION -STEVEN RICHMOND <br />Police Chief Thomas Fautz informed the Board of the promotion of Lieutenant Steven Richmond <br />to the rank of Captain in the Investigative Division. Lieutenant Richmond was appointed to the <br />Police Department on March 3, 1984. He has numerous commendations regarding his <br />investigative skills and is truly an asset to the department. The effective date of this promotion <br />was September 25, 2006. The Board acknowledged the promotion. <br />ACCEPT AND APPROVE RETIREMENT -LIEUTENANT FRANK STEIGER <br />President Rodriguez stated that Chief Thomas Fautz has submitted to the Board the Application <br />and Declaration for Retirement for Lieutenant Frank Steiger effective September 30, 2006. <br />Chief Fautz noted that he has served the Police Department with loyalty and distinction during <br />the last twenty (20) years, two (2) months and thirty (30) days. Chief Fautz joined the Board in <br />thanking him for his commitment, dedication and years of distinguished service to the South <br />Bend Police Department and the citizens of South Bend. Members also wished him a long and <br />happy retirement. Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and <br />carried, the retirement was accepted and approved. <br />APPROVAL OF TRICK OR TREAT HOURS <br />Police Chief Thomas Fautz recommended that Halloween Trick or Treat hours be held on <br />Tuesday, October 31, 2006, from 5:00 p.m, to 7:00 p.m. This date will coincide with the date <br />and hours for St. Joseph County and Mishawaka. Upon a motion made by Mr. Cottrell, <br />seconded by Mr. BonDurant and carried, the recommendation was approved. <br />ACCEPT AND APPROVE SPECIAL POLICE COMMISSION -JERRY INGRAM <br />In a letter to the Board, Police Chief Thomas Fautz recommended that the following Special <br />Police Commission be issued to Mr. Jerry T. Ingram for Parking Properties, effective September <br />27, 2006, until revoked. Chief Fautz stated this Commission is issued for the on-street patrol <br />parking enforcement personnel and does not include the carrying of a weapon or the powers of <br />arrest. Mr. Ingram has met the Commission requirements of the South Bend Police Department. <br />Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and carried, the Special Police <br />Commission was accepted and approved. <br />ACCEPT DONATION <br />Chief Thomas Fautz advised the Board of a generous donation made to the South Bend Police <br />Department by Mr. Franklin Julian. Fifty (50) Quick Clot Battle Packs were purchased and <br />donated to the Department, for a total donation of $1,987.65. There being no further discussion, <br />the donation was accepted. <br />ACCEPT DONATION <br />Chief Thomas Fautz advised the Board of a generous donation made to the South Bend Police <br />Department K-9 Unit of $50.00 by Dr. Visser and the Roseland Animal Hospital in the name of <br />"Casey" who was Sergeant Bill Kraus' personal dog who had to be put to sleep the week of <br />September 4, 2006. There being no further discussion, the donation was accepted. <br />
