HomeMy WebLinkAbout09222026 BPW Meeting Minutes - FinalAGENDA REVIEW SESSION SEPTEMBER 17, 2026 208
The Agenda Review Session of the Board of Public Works was convened at 10:34 a.m. on
September 17, 2026, by Board Vice President Joseph Molnar and Board Members Murray
Miller, Breana Micou, Abigail Magas (virtual) and Board Attorney Michael Schmidt
present. Board President Elizabeth Maradik was unable to attend. The Board of Public
Works Clerk, Hillary R. Horvath, presented the Board with a proposed agenda of items
presented by the public and by City Staff.
Board members discussed the following item(s) from the agenda.
Zach Hurst, Engineering, shared item 8A: Demolition of 747-749 Harrison Avenue –
Project No. 124-062. He explained that the change order increase of $17,865, for a total
percent change of 24.6%, was due to additional asbestos discovered in a crawlspace that
had not previously been inspected. The second cause of the change order was a vault
discovered underneath the alley behind the church, which had to be demolished to the
property line. The entire percent change of 24.6%, including previous change orders, was
due to unforeseen conditions discovered during demolition. For MWBE guidelines,
Ritschard Bros., Inc. has met WBE goals. The MBE goal was 1.3%, but Ritschard Bros., Inc.
committed to 5.0% and only reached roughly 3.8%. Hurst is in communications with them
over this discrepancy and stated that if he does not get a valid response by the end of the
day, he would request pushing forward the change order, but delaying the project
completion affidavit until the MBE confusion is settled.
Jacob Klosinski, Engineering. shared item 7C: Wastewater Treatment Plant Access Road
Milling and Paving – Project No. 125-081. He clarified that the values presented in the
agenda had been recently outdated. The change order amount is increasing from $22,610
to $26,370, with a percent increase change from 18.3% to 21.4%. This update pushes the
change order over the 20% threshold. The reason for this increase was the decision to
include additional trucking costs. The project had originally intended to dispose of milled
materials in a landfill, but it was decided for environmental and cost-related reasons that
it would be more efficient to recycle the milled materials into roadway edging and
stabilization at the Organic Resources facility.
Murray Miller asked about item 10A: Amendment No. 2 to CMc Contract – F.A. Wilhelm –
Remainder of the Guaranteed Maximum Price for the New Parking Garage, for the
Madison Lifestyle District, Project No. 123-074. He stated he saw the bid tabulation
provided in the file but asked for the complete overall bid tabulation. Zach Hurst
confirmed that this was the complete bid tabulation provided by F.A. Wilhelm, and he also
confirmed that an MBE waiver will be needed.
Abigail Magas asked about items 10G: Amendment No. 2 to Professional Services
Agreement – Hammel, Green, and Abrahamson, Inc. – Additional Design Services for
Glulam and Fencing for the Howard Park Bandshell, Project No. 125-052 and 10H:
Amendment No. 3 to Professional Services Agreement – Hammel, Green, and
Abrahamson, Inc. – Additional Design Services to Advance the Project from 40% Design
through Final Design for the Howard Park Bandshell, Project No. 125-052. She asked why
10G and 10H had been listed as separate amendments despite being for the same
professional services agreement. Lidya Abreha, Engineering, explained that although both
amendments involve the Howard Park Bandshell project, 10G was a scope adjustment,
while 10H was advancing the project from 40% to 100%. These could have been
condensed into one amendment, but it was decided that keeping the scope adjustment
separate would prevent future confusion.
Abigail Magas asked about item 7B: West Washington Mid-Block Crossing – Project No.
124-070. She asked why the change order occurred and if it was at the request of the
owner. Lidya Abreha, Engineering, clarified that it was an owner-directed change at that
the change order was an increase of scope area. The walk-through was scheduled for later
that day but may be postponed due to rain.
Michael Schmidt shared item 11B: Encroachments/Revocable Permits – Advertising
Benches – Miguel Hernandez. He explained that the applicant had requested to remove
REGULAR MEETING SEPTEMBER 22, 2026 209
the item from the agenda, and that the Board would not need to make any motions
regarding the application at its September 22, 2026, meeting.
