Dr. Martin Luther King Jr. Blvd, Suite 400 South Bend, IN 46601 Re: Howard Park Bandshell HGA Proposal for Schematic Design through Construction Administration Add-Service Request 01: Fencing & Glulam Design Engineering Dear Patrick and Lidya: We are pleased to be working with the City of South Bend to add a bandshell in Howard Park. We are excited for the opportunity to be your partner in planning a new performance venue at this dynamic park located along the St. Joseph River in South Bend, Indiana. Hammel, Green and Abrahamson, Inc. (HGA) is honored to continue our conceptual design work with several additional scope of work items that are being proposed for Howard Park and the band shell. This proposal will outline the scope and fee for Add Service Request (ASR) 01. PROJECT UNDERSTANDING Howard Park, located at 219 S St. Louis Blvd, South Bend, Indiana, already features a great network of trails, play spaces, community buildings, public house, café, several memorials, and events lawns. This project will expand the lawn with a new performance bandshell and supporting site work. Our project will provide design, documentation, and construction administration for the new bandshell. We are currently advancing project work to complete a construction documents package this fall. This proposal is for an Add Service for two components of the project: • Fencing o At previous core team meetings, we discussed adding a fencing component, including a gateway element by the Experience Lodge on South Saint Louis Boulevard, with a combination of permanent and mobile fencing throughout Howard Park to enclose the park during major events. • Glulam Design Engineering o We also discussed multiple options on how best to incorporate the glulam structural engineering into the project. Per our last conversation, as part of this Add Service, HGA will complete the engineering to create a glulam pricing set for bidding by the construction manager. SCOPE AND EXPECTED DELIVERABLES • Structural and civil engineering for stone gateway element, selection of permanent and temporary fencing, fencing locations identified and detailed on final civil/site plans, with specifications for all materials. City of South Bend Bandshell Design for Howard Park - HGA Proposal for ASR 01 August 28, 2026 Page 2 of 3 • HGA’s structural engineering team will be providing Schematic Design and engineering for a ‘Glulam Bid Set’ which would be delivered on September 25, 2026, so it could be bid our earlier than the full 100% CD Set. This set will lock in the approximate shape and form of the bandshell. It will also provide the typical glulam member and deck sizes and lock in important elements such as heights, widths, and the locations where the three (3) glulam support points will be located. HGA will also calculate the support reactions for the points where glulam structures touch the ground. Determining those reactions is critical for engineering the foundation systems that will support both the glulam roof and concrete stage and walls that form the back of house spaces and planters. This Glulam Bid Set will establish the overall shape, form and sizes of individual members for the structure. The Pricing Set allows multiple glulam manufacturers/fabricators to price the exact same glulam structural pieces giving you an ‘apples to apples’ system and cost comparison. Where the different glulam manufacturers often differ from each other is the way that glulam members are spliced and connected at joints – so the bid set establishes a comparable and fair price, and then allows the winning bidder to complete the detailing and final connections based on their manufacturing process and typical connections. HGA also expects there may be slight tweaks to the approximate shape and form of the roof structure based on the specific manufacturing/fabrication equipment and processes. The glulam subcontractor will produce the shop drawings, which aligns with the general shape, form, and member sizes shown in our original set, but go much further to detail all of the connections based on their proprietary systems. HGA will review and will ultimately approve their shop drawings. HGA is the engineer of record for the foundations and wall systems, however, the glulam fabricator will complete both the final member designs and the connections and therefore they become the producer of the shop drawings and the engineer of record for the glulam structure. HGA oversees and works with the glulam manufacturers from start to finish – design to installation and construction. COMPENSATION HGA’s proposed Conceptual and Pricing Package Fee is outlined below: Budget Component: Amount/ $ Allocated: A/E Glulam Design Add-Service $30,000 A/E Fencing Design Add-Service $12,000 Total Project Budget $42,000 Assumptions. HGA has made the following assumptions in preparation of this proposal: • HGA will not be the Engineer of Record (EOR) for the glulam structure. The selected glulam fabricator will provide the final engineered and stamped drawings. City of South Bend Bandshell Design for Howard Park - HGA Proposal for ASR 01 August 28, 2026 Page 3 of 3 • HGA can provide the following additional services if requested: o Requested Photorealistic Rending of Fencing/ Gateway $1,850 CONCLUSION Thank for continuing to include us in the success of your Howard Park improvements.
