INTER-OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING
TO: Hillary Horvath, Clerk
Board of Public Works
FROM: Jacob M. Klosinski, PE, Assistant City Engineer
SUBJECT: Change Order No. 1
125-081 Wastewater Treatment Plant Access Road Milling and Paving
DATE: September 11, 2026 Revised September 16, 2026
The Division of Engineering recommends the Board of Public Works accept and approve Change
Order No. 1 for Project No. 125-081 Wastewater Treatment Plant Access Road Milling and
Paving. Wastewater and Engineering recommended a scope change to mill and pave an
additional area during the project to provide continuity between paving segments.
PROJECT COST SUMMARY
Original Contract: $123,255.00
Change Order No. 1 $ 26,370.00 (Increase 21.4%)
Total Increase to Contract for Change Orders: $ 26,370.00
Total Increase in Percentage from Original Contract: 21.4%
New / Final Contract Amount: $149,625.00
Change Order No. 1 reflects an exceedance of the 20% change orders policy by 1.4%
($1,719.00). The additional paving area added to the project included a request by our
Wastewater and Organic Resources staff to reclaim and recycle the millings from the Wastewater
Treatment Plant milling operation for use at the Organic Resources Facility. Reclaiming the
material by trucking it to the Organic Resources Facility site was closer than a landfill disposal
site or Rieth-Riley’s local storage yard. This choice resulted in less trucking time, lower hauling
costs, and provided reuse of the asphalt pavement millings at the City’s Organic Resources. By
utilizing the products at a City site, it also defrayed future costs to transport stone materials to
stabilize shoulder areas along the main access road at the Organic Resources Facility site. The
change order total exceeded the 20% threshold. However, the City’s choice to recycle the asphalt
millings was a commonsense decision driven by the environmental stewardship of the
Wastewater Team and Public Works leadership. Additionally, this was a budget conscious
decision. The Organic Resources Facility to quote trucking and stone materials to stabilize the
roadway shoulders; reuse of a viable by-product from the milling operations at the Wastewater
Treatment Plant was a budget friendly decision.
This change order will be the only change order for this contract.
