• Annual attendance requirement retained-lowered from 75% to 51 %; lawful electronic participation counts as attendance • Before replacing a Member for attendance purposes, Council would weigh illness, caregiving, military service, bereavement, and other good cause • Provides for adoption of electronic participation policy, comparable to that used by other City boards and commissions (,,;;\ Cit~ of South Bend f:-: ..... • Initial orientation of up to 6 hours before accessing protected information or investigatory records, or voting on a complaint • Covers CPRB rules, open door and public records law, confidentiality, ethics, complaint classifications, the preponderance standard, trauma-informed and bias-aware decision-making, and due process • Core curriculum of at least 16 hours in the first 12 months; in-person, virtual, online, or NACOLE-comparable formats • At least 8 hours of continuing education annually thereafter, with carryover and extensions available • Ride-alongs, IDI, and mediation remain recommended, not prerequisites; missed deadlines bring notice and a corrective schedule, not removal f~\ City of South Bend •f-:-,·~/ Indiana
