Wayne is a 2 storey frame construction with a steep multi-gable roof set on an irregular floor plan situated on a corner lot. The roof has asphalt shingles and wall dormers through the cornice. The walls are stucco with half timbering in the gable. The windows are 12 light casement style. There is an attached garage with gabled roof on the south side of the house and an enclosed porch on the north side of the house. DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: 1) Replace 1 double and 4 single replacement (non-original) Pella casement windows with same. Administrative Approval 2) Replace 2 original garage awning windows with Pella awning windows. 3). Replace 3 original double casement windows in the study with Pella casement windows of the same type as replacement windows throughout the rest of the house. 4) Replace 2 original doors (one by the garage, one to the basement) with fiberglass doors of the same lite style. STANDARDS AND GUIDELINES: Doors: Pages 10-11; Windows: Pages 29-32 SITE VISIT REPORT: Administrator Van Overberghe met with the property owner on September 14 to inspect the doors and windows. The steel casement windows in the north enclosed porch of the house are rusted and dete- riorated. The steel awning windows in the garage are rusted and deteriorated. The two entry doors are solid. There were no visible signs of rot or significant deterioratation of any kind. The doors stick in the jambs and are hard to open. Glass is intact in both doors and in good condition. The doors are good candidates for restoration. Original storm doors are in place and in need of repair but are restorable. STAFF RECOMMENDATION: The existing steel casement windows in the garage and study (enclosed porch on the north) are rusting and deteriorated. Replacement with aluminum casement windows that match in style and lite pattern is appropriate. These will match the windows of the main house that were replaced 40 years ago. Based on the condition of the doors when inspected, it is advisable that the doors be restored instead of replaced. The doors and storm doors add to the historic aesthetic of the house as visible from the right of way. Based on the information provided prior to this public hearing, Staff makes a FAVORABLE RECOMMENDATION for replacement of the steel casement windows. Comprehensive documentation provides a complete understanding of the project. Problems often occur during a project review or during the execution of the project when the property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be processed without required documentation. Photographs may be submitted in digital format or in photographic print. When a project involves blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation submitted to this office cannot be returned to the applicant. APPLICATION FEE The application processing fee for any Application for a Certificate Of Appropriateness is $20 Payment must accompany the application at the time of submission. For an electronically submitted application, payment must reach the HPC office within 48 hours following transmission. Payment can be made by credit card by contacting Business License Administrator Michelle Adams at (574) 235-5912; by cash in person in the Department of Community Investment on the 14th floor of the County City Building; or by check made out to City of South Bend. Applications will NOT be processed without the required fee. MEETING ATTENDANCE When an Application has been scheduled for any meeting, the owner, architect or contractor(s) retained for the project shall attend the meeting where their project will be reviewed and a decision rendered. Failure by the owner, architect, or contractor to attend such meetings may result in denial of the Application due to insufficient representation. CERTIFICATE ISSUANCE Certificates of Appropriateness will be filed with the Building Department of South Bend and St. Joseph County. A copy of the Certificate will be emailed directly to the owner and/or contractor(s) listed on the application. INSPECTION AUTHORITY All projects will be inspected during and following execution for compliance with the decision(s) rendered by the Historic Preservation Commission of South Bend and St. Joseph County. 1 Owner acknowledges that while the Historic Preservation Commission only considers Certificates of Appropriateness for exterior features, under certain circumstances it may be necessary for the Commission Staff to have access to the interior of the building in order to accurately assess the condition of the exterior feature and that the lack of access to the interior may prevent the Commission Staff from making a favorable recommendation. Worst part is that it can't be replaced on this door. I am SOOOO disapointed given how much wespent. Third, the rubbery material in between the sidelight glass and door started to seep outsignificantly, so I had to cut that away. Finally, the ThermaTru rep suggested I paint the entire door frame to cover up the nail holes in the frame since the touch up paint didn't match, and quoted me $700 for a gallon of the paint! Such a headache for so much money, I will never be buying ThermaTru again.
