STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: September 4, 2026
Application Number: 2026-0820
Property Location: 721 Forest Avenue
Architectural Style/Date/Architect or Builder:
Cross Plan / 1892
Property Owner: Frederick Slaski
Landmark or District Designation: Chapin Park LHD, Ord.
#9575-05; Chapin Park Register Historic District NR-0407
Rating: Notable (2005)
DESCRIPTION OF STRUCTURE/SITE: This building is a two-story, cross plan home on a brick foundation
with a central brick chimney. It is sided with wood clapboard with fishscale shingles in the gables. The roof is of
asphalt shingle, with a wide frieze and moulded cornice and rake in gables. There is one corner porch on the south
side of the central gable, but this has been enclosed sometime in the last 40 years. A small stoop entryway enters
the house into this enclosed porch. Windows are double hung 1/1 windows with moulded entablatures. Second
story diptych windows at the gables have “V” shaped moulded entablatures with carvings.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1. Replace existing wood clapboard siding with 6” Cedar siding wiht a 4” reveal on the South, East and North Fa-
cades. Replace rotted window trim and corner boards with 1 inch cedar.
STANDARDS AND GUIDELINES: Walls: Pages 26-28.
SITE VISIT REPORT: Administrator Van Overberghe spoke with property owner on site at the time of inspec-
tion about the condition and the next commission meeting. Administrator Van Overberghe emailed the contract
Joshua Okerns on August 27 regarding the site visit and condition assessment and the upcoming meeting for re-
view. The siding is in various states of decay. Although a majority of the clapboards are solid, a majority of the ends
of the boards are checked and rotted. The current configuration of the clapboards is of variable reveal based on
section of the wall and size of windows. Many pieces of the window trim are missing or rotted beyond repair.
STAFF RECOMMENDATION: A lthough a majority of the clapboards are solid, a majority of the ends of the
boards are checked and rotted. Due to this type of deterioration the labor to stabilize the end of nearly every clap-
board would be prohibitive. Replacement with cedar siding is appropriate. However, the reveal should be spaced
according to easch section in the variable style as originally done to retain the orignal character. Original corner
boards, window trim , headers, sills and casing should be replicated. Based on the information provided prior to
this public hearing, Staff make a FAVORABLE RECOMMENDATION.
