STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: September 21, 2026
Application Number: 2026-00817
Property Location: 1619 East Wayne Street
Architectural Style/Date/Architect or Builder:
Period Revival English Cottage / 1926 / H. R. Stapp/Whitcomb
and Keller
Property Owner: Gary Matt
Landmark or District Designation: East Wayne Street LHD,
Ordinance #7797-87
Rating: Contributing
DESCRIPTION OF STRUCTURE/SITE: This is one and a half stories, with a steep gable roof with minimal
wood rake trim and a second floor overhang at the sides with quarter round wooden brackets. The facade is stuc-
co and brick, with some halt-timber lintels. It has eight-light casement windows with fixed sidelights and thinner
wood casings. The house is a modified L-plan, and, enhancing the cottage appearance from the street, the short
end of the L is pointed towards the street, and is shorter than the main body of the house. The front stoop is con-
crete and stone, and the front entry has a round stucco arch under a shed roof.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1) Convert existing rear porch to 4 season room, roof to remain, new Pella Architectural Series aluminum clad
wood windows installed on knee wall with bead borad siding. Install new wood full glass exterior door.
2) Demolish existing slab and pour new monolithic foundation and footer. (Administratively Approved.)
STANDARDS AND GUIDELINES:
Doors: Pages 10-11; Porches: Pages 17-18; Windows: Pages 29-32
SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: The existing porch was added in 2002 under the COA 2002-7025. Conversion
to a 4-season porch with the installation of double hung windows and full glass door maintains the asthetic of the
current porch. Overall, the proposed porch conversion will be minimally visible from the right of way and will not
harm the integrity of the original structure. Based on the information provided prior to this public hearing, Staff
make a FAVORABLE RECOMMENDATION.
