• The Amazon data center in New Carlisle is connected to infrastructure that ultimately sends wastewater to South Bend's wastewater treatment system. • South Bend has entered into agreements that allow wastewater from the development to be treated at the City's wastewater treatment plant. • The City is responsible for ensuring that all wastewater entering the system meets regulatory and operational requirements.
How the wastewater reaches South Bend 3 Amazon data center .... Separated sanitary sewer lines .... South Bend Wastewater plant The discharge does not enter South Bend's combined sewer system. ADS wastewater does not add flow to wet-weather combined sewer overflows.
Metered discharge Sanitary wastewater and non-contact cooling water are separately metered. Sewer charges are tied to measured discharge. % 161-~0 surcharge A 14% surcharge applies to all Amazon wastewater discharge. OPERATING CAPITAL REGULATORY Standard utility framework Systemwide rates remain based on operating, capital, and regulatory requirements.

Why pretreatment requirements apply Infrastructure Protect sewers and treatment processes. Workers Control unsafe sewer conditions. Biosolids Protect beneficial reuse options. . ) ,/ "-~ St. Joseph River Prevent pollutants from passing through treatment.
Before Approval Review proposed industrial operations Evaluate expected wastewater characteristics Determine whether pretreatment is required Issue permits and discharge limits ~ .. After Approval Routine sampling and monitoring Inspections and reporting requirements Enforcement if permit conditions are violated City has an EPA-approved Enforcement Response Plan and that violations include exceeding limits, failure to report, and falsification.
Permit and Application Requirements • Submit list of chemicals and raw materials used • Submit schematics of plumbing in facility • Description of how water is used, treated and discharged • Submit list of possible contaminants in discharge a City of South Bend V' Indiana Industries that are regulated through the Pretreatment Department have one or more of the following attributes • Subject to Federal Categorical Standards • Discharge over 25,000 gpd process water • Has a reasonable potential to harm the collection system, treatment plant, workers, biosolids, or the environn1ent. Industrial Discharge Permits are • Approved by the Board of Public Works • Issued for terms no more than 5 years • Contain monitoring requirements, frequencies, and applicable pollutant limits.
8 Metals • Arsenic • Cadmium • Chromium • Copper • Lead • Mercury • Nickel • Silver • Zinc A --~ Conventional wastewater • Biochemical oxygen demand (BOD) • Total suspended solids (TSS) • Ammonia nitrogen • Phosphorus G{) • pH Operational characteristics • Total oil and grease • Oil and grease, TPH
Monitoring does not mean every parameter has the same limit •-•---•-Report-only parameters Several metals are monitored and reported so the City can evaluate whether a numeric allocation is needed. • --~--Numeric permit limits The permit includes applicable limits, including pH, mercury, total oil and grease, and oil and grease TPH. • ~ Ability to adjust If monitoring identifies concentrations above screening levels1 the City may develop additional local limits.
MONTHLY REPORT l!!!~ _f2:::::--Required reporting Monthly reporting may include flow and self-monitoring data certified by an authorized representative. ✓-✓ ✓ City oversight The City may conduct inspections, audits, and unannounced sampling. Enforcement Violations may include exceeding limits, failing to report, or falsifying data. Corrective action and enforcement are available. "' ...
