SARAH ANDREWS PRESIDENT A CERTIFIED LOCAL GOVERNMENT OF THE NATIONAL PARK SERVICE ROSS VAN OVERBERGHE HISTORIC PRESERVATION ADMINISTRATOR EXCELLENCE | ACCOUNTABILITY | INNOVATION | INCLUSION | EMPOWERMENT 215 S. Dr. Martin Luther King Jr. Blvd. | South Bend, Indiana 46601 | p 574.235.9371 | hpcsbsjc@southbendin.gov | southbendin.gov November 18, 2025 523 South St. Joseph Street South Bend, IN 46601 Dear Mr. Medina, The Commissioners, at the regularly scheduled monthly Historic Preservation Commission meeting on November 17, 2025 denied approval of Certificate of Appropriateness application #2025-0923-2, which included the following application items: “Remove fiber cement shingle siding and replace with vinyl siding.” In making its determination, the Historic Preservation Commission considered the appropriateness of the proposed construction, reconstruction, or alteration to the preservation of the historic landmark, specifically, and/or the Historic Preservation District, generally; the detriment to the public welfare if the proposed construction, reconstruction, or alteration were permitted even though it is not deemed appropriate; and the potential hardship that the denial of a certificate of appropriateness would cause the applicant. Following is the record from the meeting concerning your project stating why your application was denied: The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Staff Recommendation: Due to improperly installed or maintained fiber cement siding, water damage had occurred to several sashes and sills. Windows on the south and west facades showed the most damage. Weep holes and the bottom edge of storm window frames installed on the windows have been caulked causing water to be trapped, accelerating the decay of the wood sills and sashes. Additionally, lack of a rain cap or drip edge at the top of the windows allows for water to run down the siding and behind the window casing and into the jamb, sashes and sills. Despite significant damage to some windows, the original siding remains in great shape and could be restored. Installation of vinyl siding over the original clapboard will cause the outer layer to protrude farther than the windows casing continuing the conditions for water infiltration to the interior of the windows system, continuing to cause water damage and further rot. Additionally, installation of vinyl siding will introduce more holes in the original siding creating more entry points for moisture in the envelope of the house. Covering the original clapboard siding does not remediate the lead paint hazard. The EPA recommends abatement or encapsulation of lead paint by a Lead Safe Certified Contractor as a best practice. Remediation of the lead based paint by encapsulation or removal and repainting the Page | 2 house, installation of proper flashing and/or rain caps over doors and windows is the best solution for the long-term preservation of this house. Based on the standards and guidelines and on the information received prior to this report, Staff make an UNFAVORABLE RECOMMENDATION for installation of vinyl siding. The applicant was represented by: Edgar Medina, 523 South St. Joseph Street, South Bend, IN, appeared in person to speak as the applicant. The public was represented by: There was no one from the public to speak in regards to this application. After due consideration the following action was taken: Upon a motion by Kathryn Hough, seconded by Peter DeKever, and carried by vote, the Historic Preservation Commission DENIES Certificate of Appropriateness Application #2025- 0923-2. Commissioners are required to state their reasons for denial. Roll was called. Commissioner Fowler: AYE: The issue of water damage, the fact that putting the vinyl siding over replacing the siding would necessarily negate all the current water damage that is happening. Commissioner Skaggs: AYE: Primary for me is the standards on page 106reagrding wood siding and trim, and I certainly sympathize with the financial aspects of of this project. The problem that we face is that our job is to disregard the financial aspects because that's an impossible standard for us to figure out and would require so much more information than we have. The ability to look. So the standards and guidelines question is behind my name. Commissioner DeKever: AYE: The standards and guidelines. Commissioner Hough: AYE: I believe that if the clapboard can be restored that it is most in line with the Standards and Guidelines. And, to put the siding over it is not what these standards and guidelines exist for, and when you purchase a property it is the responsibility of the property owner to avail themselves of the nature of the property they are purchasing. Commissioner Andrews: NAY Vote: 4-1. Four in favor, one opposed. COA 2025-0923-2 is DENIED. Pursuant to South Bend Municipal Code Section 21-13-02(e)(5)(B), an applicant may appeal a denial of a Certificate of Appropriateness by the Historic Preservation Commission to the Common Council, which shall make a final determination of the application. Windows are wood 1/1 double hung. palladian style window inset in front gable. South facade features round- ed corners with curved sash and glass windows. DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: 1) Replace asphalt shingles with asphalt shingles and replace failing skylight with a new skylight. Administratively Approved 2) Remove fiber cement shingle siding and replace with vinyl siding. STANDARDS AND GUIDELINES: Walls: Pages 26-28. SITE VISIT REPORT: Historic Preservation Administrator Ross Van Overberghe and Historic Preservation Specialist Kate Himick visited the house on multiple occasions. On 9/26/25, Administrator Van Overberghe and Specialist Himick met with the property owner to discuss their plans for the siding and to inspect the areas of water damage. Staff advised the property owners to remove some sections of siding to assess the condition of the origi- nal clapboard siding and to obtain a quote for painting the original siding. Staff again visited on 11/4/25 to inspect the condition of the original wood clapboard siding. Staff observed 2 areas of original siding had been exposed in addition to one that had been previously exposed. All areas of exposed siding were solid and showed no signs of rot. Staff noted damage to window sills due to water trapped behind vinyl and aluminum storm windows, and lack of water protection at the top of the windows. STAFF RECOMMENDATION: Due to improperly installed or maintained fiber cement siding, water damage had occurred to several sashes and sills. Windows on the south and west facades showed the most damage. Weep holes and the bottom edge of storm window frames installed on the windows have been caulked causing water to be trapped, accelerating the decay of the wood sills and sashes. Installation of vinyl siding over the original clapboard will cause the outer layer to protrude farther than the windows casing continuing the conditions for water infiltration to the interior of the windows system, continu- ing to cause water damage and further rot. Vinyl Siding Proposal for 523 S Saint Joseph St, South Bend, IN Submitted by Edgar Medina, Homeowner This document presents the case for installing vinyl siding on the historic residence located at 523 S Saint Joseph St, South Bend, Indiana. The home currently features fiber cement shingles with underlying lead-based paint. The proposed change prioritizes safety, long-term preservation, and compatibility with the neighborhood’s established architectural character. Neighborhood Context Out of the 13 houses on our street: 5 homes feature wood siding 5 homes feature vinyl siding 3 homes feature fiber cement siding (including our home) This mix demonstrates that vinyl siding is already a prevalent and compatible material within the streetscape. Notably, the historic Wilson residence immediately adjacent to our property also has vinyl siding, further reinforcing the material’s compatibility with the neighborhood’s character. Compatibility with Historic Character According to the Secretary of the Interior’s Standards for Rehabilitation, exterior modifications should respect the original character of the building and maintain compatibility with neighboring properties. The presence of multiple historic homes with vinyl siding demonstrates that the proposed material does not diminish the architectural integrity of the street. Preservation and Safety Benefits Lead Safety: Vinyl siding safely encapsulates existing lead-based materials, reducing health risks and preserving the underlying wood. Low Maintenance: Unlike wood or fiber cement, vinyl siding requires minimal upkeep, repainting, or refinishing. Environmental Responsibility: Reduced maintenance cycles translate to lower material waste and fewer chemical coatings over time. Reversibility: The siding can be removed in the future without permanent alteration to the structure, maintaining historic flexibility. Conclusion In conclusion, the proposed installation of vinyl siding at 523 S Saint Joseph St represents a balanced approach to preservation and practical stewardship. It aligns with neighborhood precedent, promotes safety, and ensures long-term durability while maintaining the historic character of the home and surrounding streetscape. Respectfully submitted, Edgar Medina, Homeowner Statement to the South Bend Historic Preservation Commission 523 S Saint Joseph Street, South Bend, Indiana Dear Members of the South Bend Historic Preservation Commission, I would like to submit the following information regarding our proposed siding project at 523 S Saint Joseph Street. Our intent is to protect, preserve, and restore the historic character of our home while addressing structural and weather-related concerns in a responsible and respectful manner. There will be no changes made to any of the existing windows or doors. All original architectural features, including fascia and soffit, will remain in place and will only be repainted or repaired where necessary. Some areas of the fascia and soffit require replacement with new wood, as animals such as squirrels and birds have created holes and gained access to the attic space. This has raised serious concerns about potential hazards, especially since there have been two significant fires in nearby houses... The only modification involves the exterior siding. The existing fiber cement siding will be carefully removed and properly disposed of. After removal, the home will be wrapped to protect against moisture, and new vinyl siding will be installed. The chosen vinyl siding will closely replicate the profile, texture, and appearance of the original wood siding that has been covered for many years. This method provides an added preservation layer to the original material beneath while maintaining the home’s hist... We have archival photographs showing our home in its earlier years—painted, with its original windows intact, before conversion into a duplex. Many of those original windows appear to have since been covered or removed during the installation of the fiber cement siding. Our goal is to restore the home’s authentic appearance through siding that mirrors the original in both design and proportion. We have selected a carbon brown color for the vinyl siding; however, we are open to working with the Commission to determine an appropriate color that aligns with the home’s original palette, which appears to have been green. We are happy to collaborate to ensure that the final color choice supports the historic integrity of the neighborhood. Certain areas of the home are in need of urgent attention, as water infiltration has occurred in several spots. During rainfall, water penetrates behind the fiber cement and wood siding, collecting near a downstairs window and causing interior damage. Additional sections show signs of prior water intrusion due to improper sealing. By proceeding with this project promptly, we can prevent further deterioration of original materials and avoid potential health concerns such as mold growth or structural decay... We deeply value the preservation of our historic home and are committed to making these improvements in a way that upholds the architectural character of both the property and the surrounding district. Our intent is to protect the structure from ongoing damage while ensuring it continues to contribute positively to the historic fabric of South Bend. Thank you for your time and consideration. I look forward to working collaboratively with the Commission on this matter.
