His home sits at the edge of the Riverside Historic District, whose district report describes the house as a “contributing Colonial Revival.” Specifically, the report describes the house as follows: Built in 1921 by Marvin Campbell as a rental property. Mr. Campbell was a prominent South Bend businessman and owner of the Campbell Box and Tag Company. He owned the house until his death in 1930, leaving the house to his children, who all quit their claim on the house to their sister, Harriet Hager. Mrs. Hager continued to rent the house out until 1978. Mr. Bess faithfully maintained the exterior of the house, retaining almost all the home’s original wood detailing. Further, Mr. Bess has been systemically restoring the original wood sash windows throughout the home. See the attached photos of the front of the house for its current appearance. In keeping with the adjacent properties, Mr. Bess desires to construct a new porch attached to the front of his home. This construction requires some demolition, primarily at the existing stoop and door surround, both of which are in poor condition, as well as the relocation of some of the landscaping. The new porch will extend over two-thirds of the front façade, covering the existing entry and living room window. Certificate of Appropriateness Application Bess House Front Porch Addition Page 2 We designed the 10’ x 20’ porch to appear as a natural extension of the original Colonial Revival house. Many of the porch details are inspired by other Colonial Revival houses in the area as well as throughout the United States. Its design is meant to highlight good, honest craftsmanship primarily through wood carpentry. The porch is meant to be a compliment to the house but still be distinct in its appearance. It carefully aligns columns between existing window and door openings in the house and matches the height of the existing adjacent side porch. It will create a new outdoor room at the front of the house as well as offer protection from the weather to visitors at the front door. Steps to the porch take inspiration from the stair to the Laurentian Library in Florence, Italy – a favorite of Mr. Bess. Construction materials and details are in keeping with the existing house. The principal materials will be painted wood, asphalt shingles, a concrete slab floor, and brick facing on the foundation. Proposed porch columns are 6” x 6” in size, clad in painted wood to hide structural posts and connections, and are coupled to visually carry the weight of the roof above. Rafter tails with decorative ends sit on an architrave beam across the front and side in a manner like the existing side porch. The ceiling of the porch will be painted beadboard, while the roof will be covered with asphalt shingles to match the main house. Mr. Bess received prior approval from the Historic Preservation Commission for this work in 2021, with some caveats identified by the committee. The revised design attempts to address these issues while still adhering to the vision and intent of the homeowner. Changes include a less intrusive roofline and columns that more closely mimic those at the existing door surround. Please review the attached renderings and the preliminary set of construction documents for more information regarding the project. I look forward to discussing the proposed work with you and anticipate receiving a Certificate of Appropriateness soon. Let me know if you have any questions or concerns. Mr. Bess desires to update his side porch so that he might be able to make use of it in colder weather. Specifically, he would like to remove the existing wood screen panels, which are currently attached to the structure and slab with brackets and screws, and replace them with new screen panels that include a removable glass insert on the inside of the frames. Further, the new combination storm + screen frames would sit on a new wall, two feet in height, for two Certificate of Appropriateness Application Bess HouseSidePorch Renovation Page 2 specific reasons. First, this wall will raise the panels up high enough to allow Mr. Bess to use regular glass in the panels instead of more expensive safety glass that would otherwise be required in panels that extend to the ground. Second, the low wall will provide a place to install power on all sides of the porch, an option that is not available to him currently. Construction materials and details will be in keeping with the existing house. The principal materials will be painted wood frame and painted wood siding which was salvaged from the garage that once stood at the rear of the property. Siding will be attached to a simple 2x4 frame which will either be left exposed inside and painted or covered in painted beadboard. Existing brick piers, wood posts, beams, and roof will remain as is, other than necessary repairs to rotted joist ends in places around the porch - these will be patched to match the existing profiles cut into their ends. Finally, this renovation will require the removal and re-installation of two painted wood trellises that are currently hidden behind screen panels. These will be shifted forward and raised above the new low wall to make them more significant elements in the appearance of this porch. Please review the attached renderings for more information regarding this renovation.
