HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: March 3, 2025 Application Number: 2025-0213 Property Location: 1709 E Wayne Street Architectural Style/Date/Architect or Builder: Period Revival / 1927 / H.R. Stapp, Whitcomb and Keller Property Owner: Tom and Marlene Nowak Landmark or District Designation: East Wayne Street LHD, Ordinance #7797-87 Rating: Contributing DESCRIPTION OF STRUCTURE/SITE: This frame home is a rectangular plan of two stories with an attic. It features an asphalt shingled gable roof with a large side shed dormer. The siding is aluminum. The windows are grouped and single 6 over 1 double hung windows. Currently, vinyl storm windows are in place outside the original wood windows. There is a detached 2 car garage to the back of the site. DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: 1) Remove 13 original, 6:1 double hung windows from the second floor and replace with Renewal by Anderson Acclaim Double Hung 1:1 windows, with a 3x2 grille pattern on the top sash. STANDARDS AND GUIDELINES: Windows: Pages 29-32 SITE VISIT REPORT: Mr. and Mrs. Nowak contacted staff to inquire about replacing their second-story win- dows. Historic Preservation Administrator Ross Van Overberghe and Preservation Specialist Kate Himick conduct- ed site visits on February 4 and February 27. Staff inspected the windows on the second floor of the home, finding that all sashes are in excellent condition. There are no signs of rot, the ropes are in good shape and are attached to the weights, and the glazing is in good condition. The sashes move freely, with some sashes sticking when closed due to paint. The vinyl storm windows have areas that are not sealed and several are not tightly fit into the tracks, allowing air infiltration. Eight of the sashes do not meet evenly, and the locks have been shimmed to operate efficiently. Eight panes of glass are replacement, and all others are original glass. Staff advised the home owners to obtain a quote for replacement of just the storm windows as well as a quote to have the existing original windows “tuned up” by a craftsman to fix the uneven meeting rails and locks, tighten up the stops, and potentially install weather stripping to help with weatherization. STAFF RECOMMENDATION: The Standards and Guidelines state that “original or early windows should be preserved and not replaced unless beyond repair -- defined as over 50% of the original materials needing to be replaced” (p. 29). After thorough inspection of the windows, Staff do not see that a significant percentage of the original material needs to be replaced, has degraded, or is beyond repair. Staff’s recommendation is to locate a craftsman to “tune up” the windows to address unevenly meeting rails and locks and/or replace the existing vinyl storm windows. (Cont’d on page two.) It is exceedingly rare that Renewal by Andersen windows and Andersen patio door products are NOT approved by HOAs or Historical Societies for replacement projects, provided the overall design and style of replacement products remains the same or similar to what is existing. Should your HOA or Historical Society require any additional information from our Company in order to approve your project, please notify our office directly at 317-428-2054 and we will be glad to assist. It is solely the homeowner’s responsibility to seek and obtain the approval of their HOA and/or Historical Society, if they are required to do so. However, official written approval from your HOA or Historical Society is not required to be submitted to our Company. Such approval should be obtained PRIOR to Renewal by Andersen measuring and ordering products and material. Ordering takes place shortly after the time of remeasure and your final sign off. Once product and material is ordered, it is done so under the assumption that any and all necessary HOA and/or Historical Society approval has been obtained by the homeowner. If there are any delays or late cancellations after the product has been ordered, the homeowner may be subject to penalties up to and including 33% of the contract amount. Furthermore, should the work be stopped or delayed for any reason by your HOA or Historical Society the homeowner will be responsible for any fines or fees that may come as a result. If the homeowner is concerned, in any way that their HOA and/or Historical Society will not or has not approved their project, it is homeowner’s responsibility to notify our office at 317-428-2054 prior to our ordering your products and material. By signing below you are indicating that you have reviewed and understand the installation method you’ve selected for your project. Insert Installation: • An Insert Installation typically means that we may be re-using some or all of the existing window frame. With an insert installation we typically preserve your existing interior trim and extension jambs. • We are in essence installing a slightly smaller window inside your existing window frame or drywall return. As such, you can expect some glass loss to occur. • A small piece of new interior trim, called an interior stop, is typically added around the interior perimeter of the window opening. This piece is typically color matched to the interior of the new window. Full Frame Installation: • A Full Frame Installation typically means we remove the entire existing window, back down to the original rough opening of the house. • This is typically done when there is concern that the original window frame may not be structurally sound, or when glass loss is a major concern. • A Full Frame Installation typically means we will apply new interior casing and extension jambs. How do I know if I’ve purchased an Insert of Full Frame installation? • In your “Itemized Order Receipt” under “Window Details” you will see a description of your windows. • An Insert Installation is indicated by any of the following: “Flat Sill Insert, Sloped Sill Insert, Insert, or Base Frame” depending on the style of window you have chosen. • A Full Frame Installation is indicated by either of the following: “Full Frame or EJ Frame” depending on the style of window you have chosen. Standard vs. Custom Size Patio Doors: • Patio doors, whether they are sliding or hinged, come in a variety of standard sizes. Installation Application Notice DBA: RENEWAL BY ANDERSEN OF INDIANA, OHIO & TENNESSEE Legal Name: Windows, LLC 1320 City Center Dr. Suite 350 | Carmel, IN 46032 Phone: (317) 428-2054 | Fax: (null) | info@windowsbyrba.com Marlene Nowak 1709 Wayne Street South Bend, IN 46615 Year Built: 1927 SIGNATURE OF SALES PERSON: PRINT NAME OF SALES PERSON Nicholas Ritchie SIGNATURE OF CUSTOMER 1: PRINT NAME Marlene Nowak SIGNATURE OF CUSTOMER 2: PRINT NAME 02/02/25 Page 22 / 35 Every home can have a different rough opening, depending on how it was framed and the size of the original door. When purchasing an Andersen patio door, you will receive a custom installation. This may require us to build in or build down the rough opening in order create a rough opening that will allow us to properly shim, insulate, level, plumb, and square the new door for proper operation. • Once we properly frame and prepare the opening, we install the new patio door. The new interior and exterior trim will vary depending on the level of modification we had to do. Most of the time, a wider, but similar style, interior casing will be used to make up the difference. Other times, we can use the same size casing you currently have but install a small trim piece to make sure we cover the door frame and meet the old paint lines. • The exterior of our doors are almost always trimmed with our color matched, enamel baked aluminum trim coil, which we custom form right on the job site. This trim makes up any difference between the new door frame and the exterior of your home. Usually when we are done, the new exterior trim looks like part of the door itself. • We make every effort to utilize a standard size door whenever possible. This saves both time and money and does not compromise quality or performance in any way. Further Questions: • If you have any further questions regarding the Installation Application of your new windows or doors, please ask your Sales Representative or your Order Verification Specialist at the time of your remeasure for further clarification. Dust is the main problem. The most common way to get lead in the body is from dust. Lead dust comes from deteriorating lead-based paint and lead-contaminated soil that gets tracked into your home. This dust may accumulate to unsafe levels. Proper work practices protect you from the dust. The key to protecting yourself and your family during a renovation, repair or painting job is to use lead-safe work practices such as containing dust inside the work area, using dust-minimizing work methods, and conducting a careful cleanup, as described in this pamphlet. Schools are preschools and kindergarten classrooms. They may be urban, suburban, or rural. You have the following options: You may decide to assume your home, child care facility, or school contains lead. Especially in older homes and buildings, you may simply want to assume lead-based paint is present and follow the lead-safe work practices described in this brochure during the renovation, repair, or painting job. You can hire a certified professional to check for lead-based paint. You may also have a certified renovator test the surfaces or components being disturbed for lead by using a lead test kit or by taking paint chip samples and sending them to an EPA-recognized testing laboratory. Test kits must be EPA-recognized and are available at hardware stores. They include detailed instructions for their use. 6 FOR PROPERTY OWNERS You have the ultimate responsibility for the safety of your family, tenants, or children in your care. This means properly preparing for the renovation and keeping persons out of the work area (see p. 8). It also means ensuring the contractor uses lead-safe work practices. Federal law requires that contractors performing renovation, repair and painting projects that disturb painted surfaces in homes, child care facilities, and schools built before 1978 be certified and follow specific work practices to prevent lead contamination. Please let me know if you need anything else! https://www.rbakc.com/windows/fibrex-windows-a-quick-faq/ https://www.rbakc.com/windows/double-hung/ Reason for Replacement: “Us, and the homeowners of 1709 Wayne Street, are requesting approval to replace the windows in their residence due to structural issues caused by the natural settling of the home over time. While the sashes and frames have not experienced any rotting or severe deterioration, the settling of the house has caused the windows to no longer sit plumb, affecting their functionality. Condition of Existing Windows: Due to the settling of the home, the windows have shifted, creating horizontal gaps that prevent them from sealing correctly. The homeowners have adapted by placing makeshift posts in the locks to maintain the ability to securely lock the windows. However, these temporary solutions are not sustainable, and the windows continue to experience issues with sealing, energy efficiency, and security. Need for Replacement: Shaving down the existing windows to try and compensate for these gaps is not a viable solution, as the gaps are not vertical but horizontal. This would not address the underlying issues and would likely compromise the effectiveness of the windows further. Therefore, we recommend a full replacement with windows that are specifically measured to fit the existing openings and restore both their functionality and efficiency. Respect for Historical Integrity: We are fully committed to preserving the historical character of our home and are open to suggestions on replacement windows that will align with the architectural style and integrity of the property. Our goal is to enhance both the usability and preservation of the home while maintaining its historical value. We respectfully request approval for the replacement of the windows to address the functional and structural concerns outlined above. Thank you for your consideration.” Thank you, Tiffany Pecenka Account Specialist – South Bend/Indianapolis Renewal by Andersen – Midwest 1320 City Center Drive Suite #350 Carmel, IN 46032 Desk: (317) 575-5574 ________________ Request a Consultation (https://www.rbakc.com/free-consultation/) My RBA Referrals (https://www.rbakc.com/referral-rewards/) Phone: 913-270-5988 (tel:9132705988) VIEW G ALLERY (HTTPS://WWW.RB A KC.C Renewal by Andersen® Double Hung Windows Renewal® Double Hung replacement windows are a traditional choice with advanced features: the perfect choice for homeowners who have a classic sense of style. S C H E D U L E Y O U R C O N S U LTAT I O N What Is Fibrex? Fibrex is a proprietar y composite material developed by Andersen Corporation, used in the construction of windows and doors. It’s made by combining thermoplastic polymer and wood fiber, resulting in a material that provides the strength and insulating properties of wood and the low-maintenance features of vinyl. Fibrex is distinct from traditional window materials like wood, vinyl, and aluminum, as it offers the benefits of these materials without their common drawbacks. Why Choose Fibrex? Fibrex windows offer several advantages over traditional materials. They are twice as strong as vinyl, which means they can have narrower frames, allowing more glass area and thus, more natural light into your home. Fibrex windows are also resistant to rotting, decaying, and fungal growth, common issues with wooden windows. Additionally, unlike most materials, Fibrex doesn’t expand or contract significantly in fluctuating temperatures, maintaining its stability and seal for superior energy efficiency. Lastly, Fibrex windows are available in a variety of colors and finishes to suit any architectural style. S C H E D U L E Y O U R C O N S U LTAT I O N What Does Fibrex Need? Fibrex windows require minimal maintenance. The color in Fibrex material is baked in, eliminating the need for scraping or painting. They resist fading, chalking, peeling, and blistering, ensuring they maintain their appearance over time. The only maintenance required is occasional cleaning with mild soap and water. Is Fibrex Environmentally Friendly? Fibrex is a sustainable choice for window replacement. The process of making Fibrex utilizes reclaimed wood fibers, reducing waste. Additionally, Fibrex windows contribute to energy efficiency in homes due to their excellent insulating properties, helping to reduce energy consumption. Furthermore, at the end of its lifespan, Fibrex material is reclaimable and can be reground and reused in new products.
