JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 9, 2025 <br />Application Number: 2024-0513-2-3 <br />Property Location: 917 Leland Avenue <br />Architectural Style/Date/Architect or Builder: <br />Free Classic / 1902 <br />Property Owner: Mike & Jennifer Stone <br />Landmark or District Designation: Chapin Park LHD, <br />Ordinance #9575-05 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2 story plus attic Free Classic with an irregular plan. It <br />is situated on a brick foundation. The exterior walls are clapboard siding with corner boards, and the roof is of <br />asphalt shingles. There is a full width porch across the front with wood flooring. The windows are mostly wood <br />1/1 double hung throughout, iwth an oval hall window on the south, an arched window in porch, and a fanlight in <br />the front gable. In the aftermath of a fire several years ago, some of the original windows in the upper story were <br />replaced. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Replace and repair fire damaged rafters and install a new asphalt shingle roof (CertainTeed Landmark shingles). <br />Installation of new K-style aluminum gutters (existing gutters are K-style). [Administratively Approved 2025-0513-1]. <br />2) Add a gabled dormer on the southwest face of the roof. The window within the dormer would be a Marvin <br />aluminum-clad wood window, siding would be wood to match existing siding, and dormer roof would be asphalt <br />shingle to match the rest. <br />3) Replace 3 non-original windows (see pictures) with Marvin 1/1 aluminum-clad wood windows. Windows to be <br />framed to match existing window trim elsewhere on the home. <br />STANDARDS AND GUIDELINES: <br />Windows: Pages 29-32. Additions (Rooftop Additions): 36-37. <br />SITE VISIT REPORT: N/A <br />STAFF RECOMMENDATION: The rooftop addition as proposed is on the rear side roof slope, thus minimiz- <br />ing its impact. The gabled dormer is appropriate in location, placement, and massing for the rest of the house. The <br />materials will be sympathetic to the rest of the home and neighborhood. The windows proposed to be replaced <br />are not original to the home, are not operable, and were likely replaced in the aftermath of a previous fire. Alumi- <br />num-clad wood is appropriate in this instance. Based on the information provided prior to this public hearing, Staff <br />makes a FAVORABLE RECOMMENDATION. <br />Prepared by <br />Kate Himick, Historic Preservation Specialist
