Regulations pertaining to the Historic Preservation Commission are
found in Chapter 21 (Zoning), South Bend Municipal Code and Chapter
26 of the St. Joseph County Code.
The issuance of this certificate does NOT in any manner, release
the recipient from the responsibility of complying with the requirements
of the zoning ordinances, building codes, safety codes, ADA or other
requirements of the City of South Bend, the County of St. Joseph, the
State of Indiana, or the United States Federal Government.
This certificate is good for one year from the date of issuance and
is effective from the date entered herein. Plans are on file and open for
public inspection at the office of the Historic Preservation Commission of
South Bend and St. Joseph County, 227 West Jefferson Blvd., Suite 1400
S, South Bend, Indiana, during normal business hours.

Important Information Regarding this Request
REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot process an Application
without required documentation. Comprehensive documentation provides a complete understanding of the
project. Problems often occur during a project review or during the execution of the project when the
property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be
processed without required documentation.
Photographs may be submitted in digital format or in photographic print. When a project involves
blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation
submitted to this office cannot be returned to the applicant.
APPLICATION FEE
The application processing fee for any Application for a Certificate Of Appropriateness is $20
Payment must accompany the application at the time of submission. For an electronically submitted
application, payment must reach the HPC office within 48 hours following transmission. Payment can be
made by credit card by contacting
Business License Administrator Michelle Adams at (574) 235-5912; by cash in person in the Department of
Community Investment on the 14th floor of the County City Building; or by check made out to City of
South Bend. Applications will NOT be processed without the required fee.
MEETING ATTENDANCE
When an Application has been scheduled for any meeting, the owner, architect or contractor(s) retained for
the project shall attend the meeting where their project will be reviewed and a decision rendered. Failure by
the owner, architect, or contractor to attend such meetings may result in denial of the Application due to
insufficient representation.
CERTIFICATE ISSUANCE
Certificates of Appropriateness will be filed with the Building Department of South Bend and St. Joseph
County. A copy of the Certificate will be emailed directly to the owner and/or contractor(s) listed on the
application.
INSPECTION AUTHORITY
All projects will be inspected during and following execution for compliance with the decision(s) rendered
by the Historic Preservation Commission of South Bend and St. Joseph County.
Owner acknowledges that while the Historic Preservation Commission only considers Certificates of
Appropriateness for exterior features, under certain circumstances it may be necessary for the Commission
Staff to have access to the interior of the building in order to accurately assess the condition of the exterior
feature and that the lack of access to the interior may prevent the Commission Staff from making a
favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the
Certificate of Appropriateness certificate shall be immediately halted by the Historic Preservation

Commission and the Building Department of South Bend and St. Joseph County. Fines may be levied for
projects not in compliance.

Description of Proposed Work:
The existing galvanized steel gutters on the building are in very poor shape. Most of them have rusted
through and are bent or warped in multiple areas. These gutters have been painted numerous times and
are multi-colored due to the worn layers of paint. Owners are considering replacing the old K-syle
galvanized steel gutter with new K-style aluminum gutter.
***PLEASE NOTE: There is not a proposal or quote that has been put together for this project. The owner
would like a quote from us once we know what will/will not be approved.

CONTRACT
The undersigned property owner(s), hereinafter called the “Owner,” does hereby contract and authorize the undersigned South Bend Roofing &
Siding Company, Inc., hereinafter called the “Contractor,” to furnish the necessary materials and labor to install the improvements listed below, subject to
the following terms and conditions, on the premises located at:

Acceptance of this contract must be made on or before: Approximate Start Date: Will Call to Schedule
This contractor carries insurance for public liability, property damage and workmen’s compensation. The Contractor agrees to remove all waste materials from the premises upon completion of the work. All surplus
material remains the property of the Contractor. All material warranties are those specified by the manufacturer furnishing the materials. If the customer does not have a satisfactory credit rating, this contract may be cancelled by the
Contractor. This Contract shall not be binding on the Contractor unless and until it is approved by an officer in preparation of work and material specified under the above improvement specifications. All aluminum storm door, window,
and special order products cannot be cancelled, and the full contract price shall be paid the contractor as liquidated damages for the breaking of the contract.
If all work has been completed and payment is not made, then the contractor will have the rights to hire an attorney and file a lien if needed. All legal costs involved will be added to the contract and a 1.5% interest per
month to any unpaid balance. The undersigned Owner hereby acknowledges that he/she has read the contract and understands that all materials to be furnished and work to be done are shown under the Improvement Specifications
listed above. It is further acknowledged by the undersigned that this contract constitutes the entire agreement between the parties and that no other agreements or stipulations verbal or written, have been made or implied.
SCOPE – Gutter Replacement (Riverview Cemetery – Building at Entrance of Property).
Set up in areas approved by owner.
1. Remove existing gutter and downspouts from the building.
2. Install all new 6” seamless K-style gutter.
3. Install all new 3x4 downspouts.
4. Includes all necessary hardware and accessories for a fully finished system.
5. All gutter and downspouts to be installed in color approved by the Historical Society.
6. We will keep a clean jobsite during construction and clean up all debris to pre-work conditions.
TOTAL JOB (gutter replacement) = $3,050
PERMIT INCLUDED (Including Working with Historical Society for Proper Permit and Approval).
NO DOWN PAYMENT REQUIRED. PAYMENT IN FULL UPON COMPLETION.
