I UTILITIES COMMITTEE AUGUST 10, 2009 Oliver Davis, Chairperson, Utilities Committee called the meeting to order at 4:51 p.m. The following were in attendance: Committee Members Present: Ann Puzzello, Tom LaFountain Other Councilmember's Present: Henry Davis, David Varner, Karen White, Tim Rouse Other's Present: Kathleen Cekanski-Farrand, Martha Lewis, Ed Ronco, Gary Gilot, Randy Rompola Agenda: Bill No. 56-09 -Sewage Works Bonds Discussion sewer line in District 2 At Chairperson Oliver Davis' request Gary Gilot made the presentation. Gary explained the request to approve the issuance of sewage bonds for "CSO Net Phase 2" improvements. Included in the EPA mandated project would be acquisition, construction and installation of flow measurement instruments, valves, and piping changes to actuate real time monitoring and control at various CSO diversions structure throttle line locations. Financing would come from $3,089,000 dollars of federal stimulus money granted to the city and low interest loans supported by sewer revenues. While complicated the program was a "good deal" and was mandated by the EPA. Councilmember Puzzello motioned to send the second substitute bill presently under consideration to the full Council favorably. Councilmember LaFountain offered a second all approved. The second agenda item was to focus on host of citizen complaints received by Councilmember Henry Davis regarding sewer overflows in the second district perhaps as a result of work recently done in the 2°d District by the City. Testifying to the problem were John & Mary Gayden of 114 N. Burbank who suffered sewer backup damage to their basement. Damage claims were filed and denied. Council Attorney Kathleen Cekanski-Farrand recommended an executive session to address the dispute. There being no further business to come before the committee at this time, Chairperson Oliver Davis, adjourned the meeting at 5:20 p.m.
