Councilmember Oliver Davis seconded the motion which carried by <br />a voice vote of eight (8) ayes and one (1) nay (Councilmember Rouse) <br /> <br />Councilmember White stated that she did not want the Council to loose sight of the <br />different recommendations and that very quickly the sponsors of this bill through the <br />Health and Public Safety Committee needs to reconvene to work out the number of areas <br />that need to be addressed prior to the next meeting of the Health and Public Safety <br />Committee. She stated that they need to make sure that the bill can be as solid as <br />possible. <br /> <br /> <br />BILL NO. 51-09 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING $38,000 <br /> FROM GENERAL FUND (#101) FOR <br /> EXPENSES OF SOUTH BEND’S “ALL <br /> AMERICAN CITY” BID <br /> <br />Councilmember LaFountain, Chairperson, Personnel & Finance Committee, reported that <br />this committee held a Public Hearing on this bill this afternoon and voted to send it to the <br />full Council with a favorable recommendation. <br /> <br />th <br />Mr. Tom Price, Assistant to the Mayor, 14 Floor County-City Building, 227 W. <br />Jefferson Blvd., South Bend, Indiana, advised that from June 16 through 20, the City of <br />th <br />South Bend was represented in the 60 annual All-America City competition in Tampa, <br />Florida, by a delegation of 18 community residents, civic leaders and City officials. The <br />expenses incurred as part of South Bend’s All-America City bid were underwritten <br />through direct and in-kind contributions by South Bend area businesses. Beginning with <br />a challenge grant of $17,500 from an anonymous contributor, a volunteer task force led <br />by Ron Cohen was able to receive an additional $20,500 in pledges for contributions as <br />well as more than $7,500 in in-kind contributions. He stated that this resolution <br />appropriates those resources to cover expenses incurred in the All-America City bid with <br />additional resources being available to use in promotion of the City. While all our <br />expenses have not been finalized, we clearly have sufficient private resources to cover the <br />costs of our effort. He noted that they are proud that not a single tax dollar will be used <br />to support expense associated with the All-America City competition. He stated that <br />while South Bend did not come home with the top honor, this experience demonstrates <br />that our community is proud of its distinctive amenities, and the private sector’s <br />willingness to mobilize resources to support recognition of our collaborative civic <br />achievements. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Oliver Davis made a motion for favorable <br />recommendation to full Council concerning this bill.
