REGULAR MEETING JULY 27, 2009 <br /> <br /> <br /> <br />Councilmember Rouse, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a Public Hearing on this bill this afternoon <br />and voted to send it to the full Council with a favorable recommendation. <br /> <br />th <br />Mr. David Relos, Staff Member, Economic Development Department, 12 Floor County- <br />City Building, 227 W. Jefferson Blvd., South Bend, Indiana, made the presentation for <br />this bill. <br /> <br />Mr. Relos advised that the process began when the South Bend Redevelopment <br />Commission (RDC) conducted a study and determined that it is necessary and beneficial <br />to the orderly redevelopment of the Airport Economic Development Area (AEDA) to add <br />various parcels to the AEDA Acquisition List. The declaratory resolution of the RDC <br />was sent to the St. Joseph County Area Plan Commission (APC) for an order approving <br />the RDC’s action. The APC’s resolution is now submitted to the Common Council for <br />approval. He noted that these parcels are in three specific target areas with the AEDA. <br />The areas are targeted to enhance the surrounding business and neighborhoods, and in <br />one instance, to partner with an educational facility to further their expansion needs in <br />light of large increases in enrollment. Area 1 adds four properties to the acquisition list <br />which have been identified by Ivy Tech as properties needed to relieve the current <br />overcrowding in their main building. Area 2 is the Airgas facility, which is scheduled to <br />close at the end of August. This property adjoins Hamilton Towing on the east side of <br />Lafayette, who is currently on the acquisition list. The acquisition of this property would <br />make this site, on the fringe of Ignition Park, large enough for a developable site. Area 3 <br />is bounded by Indiana Avenue on the south, Franklin Street to the east, Taylor Street on <br />the west, and the Norfolk Southern Rail Road tracks to the north. <br /> <br />A Public Hearing was held on the Resolution at this time. <br /> <br />Ms. Virginia B. Calvin, Chancellor, Ivy Tech Community College, 220 Dean Johnson <br />Drive, South Bend, Indiana, spoke in favor of this bill. <br /> <br />Ms. Calvin advised that Ivy Tech’s mission has expanded by 150% in student growth <br />since the year 2000. She stated that they are in dire need of additional classroom space. <br />She thanked Mayor Steve Luecke, Mr. Jeff Gibney and Mr. David Relos for their <br />dedication to this project. She stated that she did not pick the site, but it is the right site <br />for the right institution. <br /> <br />There being no one else present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Puzzello made a motion to adopt this <br />Resolution. Councilmember Oliver Davis seconded the motion which carried and the <br />Resolution was adopted by a roll call vote of nine (9) ayes. <br /> <br /> <br />RESOLUTION NO. 3986-09 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING AN ORDER OF THE ST.
