REGULAR MEETING JULY 13, 2009 <br /> <br /> <br /> <br />without hurting the City’s credit rating and would also put into place an existing network <br />proven and already in existence by six Indiana cities and networking with the High <br />Performance Government Network to bring down any inefficiencies in the government. <br />He stated that he could support that, but just to go the other way would be problematic for <br />him. <br /> <br />Councilmember Varner reiterated that allowing a third party an opportunity to look and <br />see what is happening and how it is happening would go a long way in eliminating some <br />of the distrust in government. <br /> <br />Councilmember Henry Davis questioned whether the Council has the authority to enter <br />into an agreement with the High Performance Government Network without the <br />administration’s approval. <br /> <br />Councilmember Rouse stated that is would have to be an agreement and inclusive of the <br />Resolution. <br /> <br />Council President Dieter stated that he disagrees with Councilmember Varner’s <br />suggestion of allowing a Distressed Unit Appeal Boards. He stated that the reasons are <br />complicated and did not want to get into a lengthy discussion and debate. He reiterated <br />that the proposal of Councilmember Varner would not benefit the City of South Bend in <br />the short term or the long term. He stated that he was not going to pontificate any further <br />of his views on this issues which are well documented. <br /> <br />Councilmember Oliver Davis wanted clarification and interpretation on what <br />Councilmember Rouse stated by including both his recommendations and those of <br />Councilmember Varner. <br /> <br />Kathleen Cekanski-Farrand stated that unfortunately she missed the presentation from the <br />High Performance Government Network. She stated that the resolution that was <br />originally proposed by Councilmember White at the Personnel and Finance Committee <br />should include in the statement of purpose and intent, depending upon what you would <br />want to put in it, that the Council would revisit at least on an annual basis whether certain <br />thresholds would be met and again revisit the issue. She also stated that Councilmember <br />Rouse was also suggesting that it be incorporated to include the HPG Network as well the <br />Distressed Unit Appeal Boards. She stated that the concept can at least be further <br />discussed but at a separate meeting. <br /> <br />Councilmember Puzzello made a motion to adopt Bill No. 09-49. Councilmember Kirsits <br />seconded the motion which carried.
