REGULAR MEETING JULY 13, 2009 without hurting the City’s credit rating and would also put into place an existing network proven and already in existence by six Indiana cities and networking with the High Performance Government Network to bring down any inefficiencies in the government. He stated that he could support that, but just to go the other way would be problematic for him. Councilmember Varner reiterated that allowing a third party an opportunity to look and see what is happening and how it is happening would go a long way in eliminating some of the distrust in government. Councilmember Henry Davis questioned whether the Council has the authority to enter into an agreement with the High Performance Government Network without the administration’s approval. Councilmember Rouse stated that is would have to be an agreement and inclusive of the Resolution. Council President Dieter stated that he disagrees with Councilmember Varner’s suggestion of allowing a Distressed Unit Appeal Boards. He stated that the reasons are complicated and did not want to get into a lengthy discussion and debate. He reiterated that the proposal of Councilmember Varner would not benefit the City of South Bend in the short term or the long term. He stated that he was not going to pontificate any further of his views on this issues which are well documented. Councilmember Oliver Davis wanted clarification and interpretation on what Councilmember Rouse stated by including both his recommendations and those of Councilmember Varner. Kathleen Cekanski-Farrand stated that unfortunately she missed the presentation from the High Performance Government Network. She stated that the resolution that was originally proposed by Councilmember White at the Personnel and Finance Committee should include in the statement of purpose and intent, depending upon what you would want to put in it, that the Council would revisit at least on an annual basis whether certain thresholds would be met and again revisit the issue. She also stated that Councilmember Rouse was also suggesting that it be incorporated to include the HPG Network as well the Distressed Unit Appeal Boards. She stated that the concept can at least be further discussed but at a separate meeting. Councilmember Puzzello made a motion to adopt Bill No. 09-49. Councilmember Kirsits seconded the motion which carried.
