REGULAR MEETING JULY 13, 2009 <br /> <br /> <br /> <br />? <br /> <br />A Committee Report will be given by the Council Member who chaired the <br />committee to which they were referred for advisory reviews and <br />recommendations <br /> <br />? <br /> <br />Conflict of interest disclosures by any Council Members will be made of record <br /> <br />? <br /> <br />Formal presentation on the Bills will be made, which is not subject to a time limit <br /> <br />? <br /> <br />Any member of the public may speak for a period of no more than five (5) <br />minutes per individual. Persons speaking in favor will speak first, and the persons <br />speaking in opposition speak at the close of those who spoke in favor. The <br />following procedures apply to all members of the public wishing to address the <br />Common Council: <br /> <br />Each person must PRINT their name and address on the sign in sheet near the <br />podium <br /> <br /> Each person must say their name and address into the microphone for the record <br /> <br /> Each person may speak for no more than five (5) minutes <br /> <br />No person may impugn the motive of another or make personal attacks <br /> <br />All remarks must be relevant to the subject matter of the Bills under <br /> consideration <br /> <br />Public comments shall not be repetitive of information previously given to <br /> the Council <br /> <br />All persons must observe the highest standards of dignity, propriety, <br /> courtesy, respect & decorum <br />No person may approach the Council beyond the podium area without <br /> permission of the Chair <br /> <br />No member of the public may speak twice without proper vote of the Council <br /> <br />? <br /> <br />The Council President, as the presiding officer, shall preserve order and decorum; <br />and when necessary may seek the assistance of the Sergeant-at-Arms in the <br />enforcement of the Council’s procedures <br /> <br />? <br /> <br />The public portion in opposition is limited to the amount of time spent in favor or <br />30 minutes, whichever is greater <br /> <br />? <br /> <br />Five (5) minute rebuttal period for the formal presenter of the Bills follows those <br />who spoke in opposition <br /> <br />? <br /> <br />Public hearing is then closed and the Council Portion begins where the Council <br />Members discuss and debate the Bills <br /> <br />? <br /> <br />Motions by the Council followed by Roll Call votes <br /> <br /> <br />Council President Dieter thanked everyone in attendance tonight. He stated that this is a <br />very important issue and there are no easy solutions for the residents of South Bend or the <br />members of this Council. <br /> <br />th <br />Mayor Stephen Luecke, 14 Floor County-City Building, 227 W.
