REGULAR MEETING JUNE 8, 2009 <br /> <br /> <br /> <br />COMMENTS FROM MR. KEVIN HOGGARD REGARDING LOUD AND <br />RAUCOUS NOISE <br />Kevin Hoggard, 735 N. Huey, South Bend, Indiana, advised that he has numerous cars <br />driving up and down his street with loud and raucous noise coming from them. He stated <br />that it happens all hours of the day and night. He stated that on June 10, 2009 he called <br />the South Bend Police Department to file a formal complaint. He stated that when the <br />officer arrived he pulled up and got out of the car and acted like he knew the people in <br />the car with the loud stereo and they just laughed it off. He stated that this kind of <br />activity if affecting his quality of life. He stated that he has researched the South Bend <br />Municipal Code and found that there is a violation under Section 13-57 of the Code that <br />prohibits loud and raucous noise. He asked what can be done. <br /> <br />Council President Derek Dieter stated that he has a hot-line number for Mr. Hoggard to <br />call. He stated that when you call in leave the date, time, location, vehicle make, color, <br />and if possible a license plate #. Council President Dieter stated that he will send out a <br />violation letter stating that the next time this plate is called in a ticket will be written. <br /> <br />COMMENTS FROM MR. HENRY DAVIS, SR. REGARDING POVERTY <br />Henry Davis, Sr., 215 N. Sheridan Street, South Bend, Indiana, stated that poverty is a <br />situation not a way of life. He stated that the South Bend Common Council has the <br />authority to change the City and abolish poverty. He stated that on his way to the <br />Council Meeting tonight he was at the intersection of William Street and Washington <br />Street and on the northwest corner there is an abandoned apartment complex. He stated <br />that that building has been abandoned for quite some time and wondered why the City <br />has not done anything to either fix it up or tear it down. He reiterated that the Council <br />has the power to change the City and the poverty that encompasses the west side of South <br />Bend and create a better place for its residents to live. <br /> <br /> <br />ADJOURNMENT <br /> <br /> <br />There being no further business to come before the President Derek D.
