At 3:20 p.m. Council Member Oliver Davis joined the Committee meeting. There was no one from the public to speak in favor or in opposition to the Bill. Dr. Varner made a motion, seconded by Council Member White, that Bill No. 09-46 be sent with a favorable recommendation. The motion passed. Miscellaneous Business: Council Member White encourage all Council Members to be engaged in the upcoming budget process in light of the financial challenges facing the city. She hoped that all Council Members would be at the table during the budget hearings. City Controller M. Catherine Fanello stated that she has suggested to Council Member LaFountain that the Committee hold hearings on the draft budget the last week of July and the first week of August. June 30, 2009 is the last day of meetings with the Department Heads with the City Administration. July 10th is her target date for information to be sent to the Common Council on the 2010 budget. September 30th is the deadline for passing a budget by the Council. Council President Dieter noted that he will have more information from the county and the Mishawaka in the next couple of weeks on their plans for moving forward on COIT/LOIT. Ms. Fanello added that Crowe Chizek looked at the state's numbers last Friday and that the projected 5% reduction in tax receipts or higher appears to be accurate; with property tax levy growth projected to be less than 2% in 2011. Council Member LaFountain stated that he would like all Council Members to send to him as soon as possible, all dates and times that they would be unavailable to meet.
