DEROSE <br />CHIEF ASSISTANT CITY ATTORNEY <br />Attached for filing with the South Bend Common Council is an ordinance approving a lease <br />for public improvements between the South Bend Redevelopment Authority and the South Bend <br />Redevelopment Commission, which also authorizes the use of EDIT revenues by the Redevelopment <br />Commission for the payment of rentals. The South Bend Common Council authorized this <br />application for Section 108 Loan Funds in November, 1997. However, because these Section 108 <br />Loan Funds are now being repaid with EDIT and TIF revenues, and not Community Development <br />Block Grant Funds, Common Council action is again required for the repayment of the Section 108 <br />Loan. $600,000 of the Section 108 Loan will be repaid through CDBG funds, but the remaining $1.8 <br />Million Dollars will be repaid through the use of EDIT and TIF funds.
